India Strengthens Protections for Nationals Working Abroad

In a significant move to safeguard its citizens employed overseas, the Indian government has intensified efforts to enhance the security and welfare of its emigrant workers. This initiative encompasses the establishment of bilateral agreements, active participation in international forums, and the implementation of comprehensive support systems.

Bilateral Social Security Agreements

Recognizing the challenges faced by Indian professionals abroad, India has entered into Social Security Agreements (SSAs) with 19 countries, including Australia, Canada, Germany, Japan, and Sweden. These agreements aim to prevent dual social security contributions, ensuring that Indian workers are not financially burdened in both India and their host countries. Negotiations are also underway to operationalize SSAs with Argentina and Poland.

Migration and Mobility Partnerships

To further facilitate the movement and welfare of its nationals, India has established Migration and Mobility Partnerships with several nations:

• France (2018): Aimed at enhancing bilateral cooperation on migration issues.
• United Kingdom (2021): Focused on creating opportunities for young professionals and addressing illegal migration.

Italy, Australia, Austria (2023), and Denmark (2024): These agreements seek to expand work opportunities and ensure the welfare of Indian nationals in these countries.

These partnerships are instrumental in fostering legal and structured migration, thereby protecting Indian workers from exploitation and ensuring their rights are upheld.

Addressing Discrimination and Hate Crimes

Despite these proactive measures, there has been a concerning rise in discrimination and hate crimes against individuals of Indian origin globally. Political tensions, particularly surrounding immigration policies, have exacerbated anti-Indian sentiments. For instance, in the United States, stricter immigration policies have led to an increase in detentions of Indian nationals, with reports indicating that Indian citizens rank fourth among detainees in U.S. Immigration and Customs Enforcement (ICE) custody. This situation underscores the need for continuous dialogue and protective measures to ensure the safety and dignity of Indian emigrants.

Global Engagement and Leadership

India has taken an active role in international platforms to advocate for the rights and welfare of migrant workers. Participation in the International Migration Review Forum and leadership in the Colombo Process reflect India’s commitment to promoting safe and regular labor migration. These forums provide a platform to address challenges faced by migrant workers and to develop collaborative solutions.

Support Initiatives for Emigrant Workers

The Indian government has launched several initiatives to support its citizens abroad:

• Pradhan Mantri Kaushal Vikas Yojana (PMKVY): This scheme offers skill development programs to enhance the employability of Indian workers, both domestically and internationally.
• Pre-Departure Orientation Training (PDOT): Designed to prepare workers for overseas employment, PDOT provides essential information on cultural norms, legal rights, and occupational safety in host countries.
• eMigrate Portal: Launched in 2014, this digital platform streamlines the emigration process, offering services such as recruitment clearances and grievance redressal. The portal ensures transparency and protects workers from fraudulent recruitment practices.

Consular Support and Assistance

For nationals facing distress abroad, Indian missions and consulates offer robust support services. These include 24/7 helplines, legal assistance, and emergency evacuation in crisis situations.
