Kolkata, May 15 (IANS) Trinamool Congress legislator from Tehatta Assembly constituency in Nadia district of West Bengal, Tapas Kumar Saha, who was named in the cash-for-school job case, died at a hospital in Kolkata on Thursday morning.Tapas Kumar Saha suffered from a brain stroke in his sleep at his residence at Tehatta on Wednesday. Thereafter, he was promptly shifted to Kolkata and admitted to a private hospital in the city. He died at the same hospital on Thursday morning, at the age of 65.Tapas Kumar Saha was a two-time Trinamool Congress legislator. From 2016 to 2021, he was an elected party MLA from Nakashipara Assembly constituency also in Nadia district. However, in 2021, the party nominated him from the Tehatta Assembly constituency and he won from there.Trinamool Congress insiders said that Saha was not in the best of health for the last few months, and he recently went to Bengaluru for a few days to undergo treatment for some ailments.“He was depressed ever since his name came up in the school-job case,” said a party leader from Nadia district who was close to Saha.In April 2023, the sleuths of the Central Bureau of Investigation (CBI) conducted a raid and search operation at Saha’s residence at Tehatta in connection with the school job case.He was also summoned for interrogation at the CBI’s Nizam Palace office in central Kolkata during the investigation.The CBI accused him of accepting cash from several candidates in the district with promises of getting them school jobs.However, his relationships with the Trinamool Congress was not always smooth.In 2011, the party denied him the ticket from Tehatta Assembly constituency which he had strongly urged the party to give him. After that he remained suspended from the party for quite some time.However, his suspension was revoked, and in the 2016 West Bengal Assembly elections, Trinamool Congress nominated him as the candidate but from the Palashipara constituency in the same district.He got elected and then again in 2021, the party nominated him, but this time from Tehatta and Saha got elected yet again.–IANSsrc/rad

New Delhi, May 15 (IANS) Madhya Pradesh Tribal Affairs Minister Vijay Shah has moved the Supreme Court against an order of the MP High Court ordering registration of an FIR over his controversial remarks on Army officer Colonel Sofiya Qureshi. In suo moto proceedings, the Madhya Pradesh High Court on Wednesday ordered the Director General of Police (DGP) to register a criminal case against Shah under Sections 152, 196(1)(b), and 197 of Bharatiya Nyaya Sanhita (BNS) within four hours, and warned the DGP of contempt action in case of any delay in compliance.A bench of Justices Atul Sreedharan and Anuradha Shukla of the MP High Court said that prima facie, an offence of promoting enmity between different castes, religion and language was made out.The Justice Sreedharan-led Bench opined that referring to Colonel Sofiya Qureshi as a “sister of terrorists” is an offence of hurting the sentiments and faith of the Muslim community.Talking about Operation Sindoor, Vijay Shah, on Monday, had said that Prime Minister Narendra Modi had sent a “sister from the same community” as those in Pakistan to avenge the April 22 terror strike in Kashmir’s Pahalgam.”PM Modi is striving for the society. Wayanad, May 15 (IANS) A 24-year-old woman tourist died when a tent she was staying in at a resort near Wayanad collapsed.

The deceased was identified as Nishma.A group of 16 from the neighbouring Malappuram district at Nilambur arrived at the resort at 900 Kandi in Meppadi on Wednesday evening.The resort, which is accessible only on four-wheelers, is located close to the forests.The resort houses temporary structures built using traditional materials like wood and has a roof made up of leaves.With heavy rain hitting the hilltop resort on Wednesday night, one of the tents collapsed, killing Nishma and injuring two others.On Thursday morning, the local revenue authorities and police began a probe to ascertain whether the resort had all the required sanctions from the local body.With Wayanad having a cool climate and vacation coming to a close, there is a big rush to this popular tourist destination.Meanwhile, the resort authorities have said they have all the prescribed licenses, and the tragedy took place on account of the heavy rain that hit the place on Wednesday night.The investigation was underway.Wayanad, which has borders with both Tamil Nadu and Karnataka, witnesses a huge influx of tourists, and tourism is big business in the district.Numerous resorts of varying sizes have now mushroomed in the district, besides a huge number of homestays.The weekends see the biggest rush, and when tourists find it difficult to get suitable accommodation, the locals convert their spaces to accommodate those willing to have a new experience.Notably, in 2024, Wayanad recorded a series of landslides claiming hundreds of lives. Chennai, May 15 (IANS) The Greater Chennai Corporation will soon open ten Animal Birth Control (ABC) centres to curb the stray dog population in the city. It may be noted that Tamil Nadu Chief Minister M.K. Stalin had directed officials to intensify action to control the stray dog population in Chennai.These centres will be located in Tiruvottiyur, Manali, Madhavaram, Tondiarpet, Royapuram, Ambattur, Anna Nagar, Valasaravakkam, Alandur, and Perungudi.Each of these upcoming centres will have the capacity to handle up to 30 dogs per day.Following this, the Greater Chennai Corporation (GCC) has ramped up its Animal Birth Control (ABC) and anti-rabies vaccination programmes across the city.According to a statement from the GCC, as many as 55 stray dogs are currently being treated daily at five ABC centres in the city.The Pulianthope centre handles 30 dogs a day, while the Lloyd’s Colony and Kannammapettai centres together handle 15 dogs.The remaining 10 are treated at the Meenambakkam and Sholinganallur centres.From June beginning, the civic body plans to administer intensive rabies vaccination and deworming treatment to approximately 1.80 lakh stray dogs, at an estimated cost of Rs 3 crore.An Indie dog census conducted by the GCC in collaboration with World Veterinary Services (WVS), the Tamil Nadu Animal Welfare Board, and local volunteers found that the city has over 1.80 lakh stray dogs.Between 2021 and April 2025, the Corporation sterilised 66,285 stray dogs.During the same period, more than 1.08 lakh dogs — including 66,285 strays and 41,917 pet dogs — were vaccinated against rabies.To strengthen the field operations, 16 dog-catching vehicles are being equipped with nets and trained personnel.The sterilisation work is supported by 23 veterinary assistants, while four veterinarians oversee the ABC surgeries.In addition, a pilot project has been launched to microchip two lakh dogs — both Indies and pets.Details such as location of capture, date of sterilisation, parasite treatment, and other health data will be uploaded to the GCC’s website, enabling better tracking and monitoring of dog populations and health records.So far, 9,883 pet dogs have been officially licensed by the civic body, as part of its broader effort to regulate and monitor the city’s canine population.–IANSaal/rad

Bengaluru, May 15 (IANS) The sleuths of the Lokayukta are conducting a series of raids at more than 30 locations, targeting at least seven government officials across Bengaluru and other parts of Karnataka on Thursday. These raids are being carried out following a tip-off regarding the amassing of assets disproportionate to the officials’ known sources of income.According to sources, raids are currently underway at 12 locations in Bengaluru, 7 in Tumakuru, 5 in Yadgir, 4 in Mangaluru, and 4 in Vijayapura district.The locations include the residence and offices of the Project Director of the Nirmiti Centre in Tumakuru, a Survey Supervisor in Mangaluru, and a senior lady officer attached to the Dr. B.R. Ambedkar Development Corporation.Raids are also being carried out at the residences of the Additional Director attached to the Bengaluru City and Rural Planning Directorate, an inspector attached to Legal Metrology, a Second Division Assistant at the Hosakote Taluk Office, and a staff member at the Yadgir Taluk Office.The residence and properties of the Tehsildar from Yadgir district are being searched in the Akkamahadevi Layout area of Kalaburagi city. Raids are also being conducted on the premises of relatives of the officers.Further details are awaited, and an official statement from the Lokayukta is yet to be released in this regard.Earlier, on January 31 Lokayukta sleuths conducted raids at seven locations in four districts of the state. The raids were held on the residences and properties of government officers over suspicions of amassing disproportionate assets. Suspicious activity was observed by vigilant troops and on being challenged, terrorists opened heavy fire and fierce gunfight ensued. Operation is in progress.”A gunfight had started between the security forces and the hiding terrorists on Thursday in the Tral area of Pulwama district’s Awantipora sub-division.The Police said on X, “Encounter has started at Nader, Tral area of #Awantipora. Police and security forces are on the job. Further details shall follow.”Following specific Intelligence inputs, security forces surrounded the Nader village of Tral tehsil to conduct searches.”As the security forces came close to the hiding terrorists, there was exchange of gunfire which is now going on,” police said.This is the second encounter between the security forces and the terrorists this week.On May 13, three Lashkar-e-Toiba (LeT) terrorists were killed in a gunfight with the security forces in Shopian district. The three slain terrorists included the operational chief of LeT, Shahid Kuttay.The day an understanding was announced by India and Pakistan on May 10, which came into effect at 5 p.m., terrorists fired at the sentry post outside the headquarters of White Knight Corps in Nagrota area of Jammu district nearly two hours after the ceasefire came into force.India has made it clear that any act of terror within the country would be treated as an act of war.The terrorists aided and sponsored by Pakistan killed 26 innocent people on April 22, including 25 tourists and a local in Baisaran meadow of Pahalgam.The cowardly act was carried out by LeT terrorists as per the security forces. Imphal, May 15 (IANS) In a major counter-insurgency operation, at least 10 militants were killed during a fierce encounter with the Assam Rifles in Manipur’s Chandel district, as security forces continue their intensified crackdown on insurgent groups across the state. The operation, which started on Wednesday, is still ongoing and has also led to the recovery of a significant cache of arms and ammunition from the site, officials said.Officials said that the encounter occurred near New Samtal village in the Khengjoy area of Chandel district, close to the Indo-Myanmar border, after troops detected suspicious movement of armed militants.As the forces moved in, the militants opened fire, prompting the troops to respond decisively.”Acting on specific Intelligence on movement of armed cadres near the New Samtal village, Khengjoy tehsil, Chandel district, close to the Indo-Myanmar border, Assam Rifles unit under Spear Corps launched an operation on May 14,” the Indian Army’s Eastern Command said in an official statement.”During the operation, the troops were fired upon by suspected cadres to which they quickly reacted, redeployed and retaliated in a calibrated and measured manner. In the ensuing firefight, 10 cadres were neutralised and a sizeable quantity of arms and ammunition were recovered,” the statement added.While the identities of the slain militants have not yet been disclosed, officials have indicated that the operation marks a major blow to insurgent activities in the region.This encounter comes amid heightened anti-insurgency operations across Manipur targeting various militant groups operating in the state.On the same day, a joint operation by combined security forces led to the arrest of 14 militants belonging to banned extremist outfits, along with the detention of three illegal arms dealers.The arrests were made in coordinated raids across four districts — Imphal East, Thoubal, Bishnupur, and Tengnoupal — over a span of 24 hours.According to police officials, the arrested militants are members of four proscribed groups: Kanglei Yawol Kanna Lup (KYKL), People’s Liberation Army (PLA), People’s Revolutionary Party of Kangleipak (PREPAK), and Kangleipak Communist Party (KCP).These groups have long been associated with insurgent activities in the region.The militants were reportedly involved in various criminal acts, including abduction, extortion from contractors, government employees, traders, and the general public.”They were also linked to violent crimes and have been threatening public peace,” a senior police official said.During the course of the crackdown, security personnel recovered a number of arms and ammunition, along with Aadhaar cards, incriminating documents, and other materials from the arrested individuals.This recent spate of arrests and neutralisations comes as part of a broader offensive by security agencies in Manipur aimed at dismantling insurgent networks and curbing militant violence in the state.–IANSsd/rad

New Delhi, May 15 (IANS) In the aftermath of the Supreme Court verdict in the Tamil Nadu Bills case, President Droupadi Murmu, in a reference made under Article 143 of the Constitution, has asked the top court to consider whether timelines can be imposed on Governors to act on Bills in the absence of a constitutionally-prescribed time limit.The President asked the apex court to report its opinion on constitutional options available to a Governor when a Bill is presented to him under Article 200 of the Constitution of India.“Is the Governor bound by the aid and advice tendered by the Council of Ministers while exercising all the options available with him when a Bill is presented before him under Article 200 of the Constitution of India?” the President asked the Supreme Court.Further, it questioned if the exercise of constitutional discretion by the Governor on Bills is justiciable, when Article 361 of the Constitution puts an absolute bar to judicial review in relation to gubernatorial actions.“In the absence of a constitutionally-prescribed timeline and the manner of exercise of powers by the President, can timelines be imposed and the manner of exercise be prescribed through judicial orders for the exercise of discretion by the President under Article 201 of the Constitution of India?” President Murmu asked the top court to consider and report its opinion thereon.Earlier in April, a two-judge Bench of the Supreme Court, using its inherent powers under Article 142 of the Constitution, resolved a standoff between the Tamil Nadu government and Governor R.N. Ravi over the delay in granting assent to Bills passed by the Assembly.It ruled that Governor Ravi’s refusal to approve 10 Bills in Tamil Nadu was both “illegal and arbitrary” and set a three-month deadline for Presidential and gubernatorial approval of Bills passed by the legislature for a second time.”The President is required to take a decision on the Bills reserved for his consideration by the Governor within a period of three months from the date on which such reference is received,” said a Bench of Justices J.B. Pardiwala and R. Mahadevan.If there is no decision within this time frame, states are entitled to file writ petitions seeking a writ of mandamus against the President, the Justice Pardiwala-led Bench clarified.The apex court used the powers for the purpose of declaring the 10 withheld Bills as deemed to have been assented to on the date when they were presented to the Governor after being reconsidered by the state legislature.The top court held that once a Bill is returned, re-passed by the legislature, and presented again to the Governor, it is not open for the Governor to reserve it for the President’s consideration.Additionally, the President is now under an obligation to provide reasons for their decision, which must be communicated to the state government.Further, it suggested that the President should consult the Supreme Court on Bills involving Constitutional issues.The judgment, apparently, brought Presidential actions under judicial review by favouring a three-month deadline for granting assent to Bills.The issue took a new twist after Vice President Jagdeep Dhankhar used strong words against the judiciary, comparing Article 142 to a ‘nuclear missile’ available to the judiciary against democratic forces.–IANSpds/rad

New Delhi, May 15 (IANS) The Supreme Court is slated to hear on Thursday a clutch of petitions challenging the constitutional validity of the recent amendments introduced in the Waqf Act.As per the cause list published on the apex court website, a two-judge Bench headed by Chief Justice of India (CJI) B.R. Gavai and Justice A.G. Masih will resume hearing the pleas challenging the constitutional validity of the Waqf (Amendment) Act, 2025 on May 15.In the previous hearing held on May 5, a Bench headed by ex-CJI Sanjiv Khanna opined that it did not intend to reserve its judgment at the interim stage in view of his impending retirement.Adjourning the hearing, the Bench, also comprising Justices Sanjay Kumar and K.V. Viswanathan, said: “We will post it before the Bench of Justice Gavai on May 13 or 14.”In an earlier hearing, the top court granted a week to the Centre and state governments and the Waqf Boards to file their preliminary reply.It decided to treat five writ petitions as lead cases and said that other pleas will be treated as intervention applications, apart from ordering the registry to rename the cause titles of the proceedings as “In Re: The Waqf (Amendment) Act, 2025″.After the apex court hinted at passing a stay order, the Union government had assured the Supreme Court that it would not de-notify provisions related to ‘Waqf by user’ or include non-Muslim members in the Waqf Board.In its preliminary affidavit, the Centre said that it brought amendments to prevent abuse of Waqf legislation, which resulted in the encroachment of government properties, apart from ensuring that the Waqf Boards in the country are properly administered and function with transparency.”It is submitted that there have been reported misuse of Waqf provisions to encroach on private properties and government properties. It is really shocking to know that after the amendment brought in the year 2013, there is a 116 per cent rise in Waqf area,” the Union Ministry of Minority Affairs said.The Centre, in its reply document filed before the top court, said that it was found that most of the Waqf Boards have been functioning in the “most non-transparent manner” and have either not uploaded the details in the public domain or have uploaded partial details.It said that under the old regime, due to the absence of adequate safeguards, government properties and even private properties were declared as Waqf properties.”The provisions of Sections 3A, 3B, and 3C take care of the said situation, which has been prevailing for several decades. It is submitted that there are startling examples whereby the government lands or even the private lands were declared as Waqf properties,” it said in the affidavit.The Union government said that the Waqf (Amendment) Act, 2025, was passed with the objective of modernising the management of Waqf properties in India through transparent, efficient and inclusive measures.It argued that the reforms introduced are directed solely at the secular and administrative aspects of Waqf institutions – such as property management, record-keeping, and governance structures – without impinging upon any essential religious practices or tenets of the Islamic faith.The concept of ‘Waqf’, rooted in Islamic laws and traditions, refers to an endowment made by a Muslim for charitable or religious purposes, such as mosques, schools, hospitals, or other public institutions.–IANSpds/rad
