The Council of Scientific and Industrial Research (CSIR) has achieved a significant milestone by generating its Annual Accounts for the financial year 2025–26 on the very first day of the new financial year. This accomplishment underscores CSIR’s commitment to transparency, accountability, and administrative efficiency, setting a benchmark for good governance in public institutions. The Ministry of Science and Technology announced that CSIR submitted the accounts to the Comptroller and Auditor General of India (CAG) on April 1, well ahead of the official deadline of June 30, 2026.
This marks the third consecutive year that CSIR has managed to complete and submit its annual accounts on the first day itself, showcasing its dedication to transparency, accountability, and administrative efficiency. CSIR officials believe that this successful model can be emulated by other government bodies to enhance financial management practices. The early completion of accounts was facilitated by the implementation of the Accounts Manager Software (AMS), an in-house digital platform developed by CSIR officers.
Under the guidance of N. Kalaiselvi, Director General of CSIR and Secretary, DSIR, and the leadership of Chetan Prakash Jain, Additional Secretary and Financial Adviser, the AMS system has been effectively deployed across CSIR headquarters and its 38 national laboratories throughout India. This implementation has enabled quicker and more precise financial reporting, emphasizing CSIR’s commitment to leveraging digital solutions for operational efficiency.
In addition to streamlining financial reporting, CSIR has introduced a new procurement platform, the CSIR Purchase Software (CPS), on April 1, 2026. Developed by the same in-house team, the CPS platform aims to enhance transparency, efficiency, and accountability in procurement processes across CSIR laboratories. The Ministry of Science and Technology highlighted that CSIR is actively contributing to the realization of the Government of India’s vision of digital India, transparency, and accountability.
