The Special Investigation Team (SIT) under the Anti-Corruption Bureau (ACB) arrested retired IAS officer Subodh Agarwal in connection with a corruption case related to the Jal Jeevan Mission (JJM). Agarwal, who served as the Rajasthan Additional Chief Secretary, was taken into custody in Delhi after a case was registered at the ACB headquarters.
Investigations revealed that companies M/s Shri Ganpati Tubewell Company and M/s Shri Shyam Tubewell Company secured government tenders using forged work completion certificates from IRCON International Limited. These firms, in collusion with senior officials of the Public Health Engineering Department (PHED), were awarded contracts worth approximately Rs 960 crore.
Subodh Agarwal and other officials, by introducing the requirement of “Site Visit Certificates” for tenders exceeding Rs 50 crore, enabled bidder disclosure, leading to cartelization and abnormally high premiums of 30-40%. This misuse of official position in approving inflated premiums for tenders valued at nearly Rs 20,000 crore has resulted in multiple arrests and warrants against absconding individuals.
