In a significant move to streamline agricultural lending processes, the Haryana government is preparing to launch a modernized rural credit system. This system aims to eliminate the need for farmers to navigate between banks and revenue offices for loan-related paperwork, as stated by state Financial Commissioner (Revenue) Sumita Misra.
The upcoming initiative involves a collaboration with the Reserve Bank of India to establish an advanced integrated farm credit system in India. Agricultural loan approvals will be directly tied to digitized land records, facilitating smooth coordination between financial institutions and the revenue administration. Sumita Misra highlighted that farmers will only require their Aadhaar number to secure loans, with land details automatically retrieved from the state’s digital database.
The new system signifies a significant transformation in the delivery of agricultural credit, moving away from the traditional cycle involving patwaris, tehsils, and banks that often led to delays. The project will be rolled out in two phases, starting with a focus on Kisan Credit Card loans, the primary agricultural credit tool in the state. Through Aadhaar authentication, land information will be fetched automatically, loan details will be recorded in land records, and encumbrance entries will be promptly updated upon repayment.
In the subsequent phase, the system will encompass all types of agricultural and rural lending, establishing a unified digital credit ecosystem across Haryana. This initiative promises substantial advantages for all stakeholders, with farmers benefiting from time savings, expedited credit access, and enhanced transparency through real-time monitoring of loan statuses and land records. Financial institutions will receive real-time authenticated land data, reducing risks related to fraudulent applications and enhancing operational efficiency. Additionally, the revenue administration stands to gain from self-updating records, reduced errors, and increased credibility of land documentation.
