India and Japan have taken a significant step towards enhancing their development partnership by signing an agreement to bolster sustainable growth in India’s most underdeveloped areas. NITI Aayog and the Japan International Cooperation Agency (JICA) have inked the Record of Discussions for Phase II of the “Project for Promotion of the Programme for Japan–India Cooperative Actions Towards Sustainable Development Goals.” This initiative aims to strengthen cooperation between the two nations in achieving the Sustainable Development Goals (SDGs), with a specific focus on India’s Aspirational Districts and Aspirational Blocks.
The signing ceremony was attended by Rohit Kumar, Additional Secretary and Mission Director for the Aspirational Districts and Blocks Programme at NITI Aayog, and Takeuchi Takuro, Chief Representative of JICA India. The project is tailored to enhance collaboration in addressing the SDGs, particularly in India’s most underserved regions, where enhancing basic services and livelihoods is crucial. Rohit Kumar highlighted that this partnership combines the strengths of both institutions, leveraging shared knowledge and practical experience to expedite inclusive development and enhance governance quality in these districts and blocks.
Under the Aspirational Districts Programme and Aspirational Blocks Programme, the project aims to enhance policies and implementation systems across key areas such as health and nutrition, education, agriculture and water resources, financial inclusion and skill development, basic infrastructure, and global partnerships. The focus will be on bolstering institutional capacity, improving monitoring and evaluation mechanisms, and ensuring effective SDG implementation at the grassroots level.
The project will also facilitate people-to-people exchanges, capacity-building initiatives, Japan–India knowledge forums, and the identification and dissemination of best practices. Selected districts and blocks will receive targeted support to enhance their performance on crucial development indicators. JICA India Chief Representative Takeuchi Takuro commended India’s progress under the Aspirational Districts and Blocks programmes, emphasizing the robust monitoring systems at the district and block levels. He lauded the project as a mutually beneficial partnership reflecting the strong ties between India and Japan.
