In a unique legislative move, the ruling National Conference backed a Private Member’s Bill advocating the renewal of leases for current occupants. The Bill, presented by MLA Tanvir Sadiq, received approval for introduction from the Speaker with the support of Chief Minister Omar Abdullah, who oversees the revenue department. The National Conference members endorsed the Bill through a voice vote, while opposition parties remained silent.
This marks the first instance where the ruling National Conference did not oppose a Private Member Bill during its introduction under the current administration. Tanvir Sadiq’s proposed legislation, aimed at renewing leases for existing leaseholders, is particularly significant due to the impending expiration of leases held by hoteliers in Gulmarg. The Bill is a response to the implications of the Jammu and Kashmir Land Grants Rules, 2022.
The newly introduced rules dictate that all leases, except certain residential ones, must not be renewed and will be terminated. Instead, these leases will be auctioned at market rates, eliminating the previous practice of minimal premiums. Upon the successful passage of the Bill and subsequent approval by the Lieutenant Governor, numerous local hoteliers in Gulmarg stand to benefit.
