Chennai, May 15 (IANS) Communist Party of India (CPI) Tamil Nadu state secretary R. Mutharasan has strongly criticised President Droupadi Murmu’s recent move to refer a set of questions to the Supreme Court regarding the deadline for Governors and the President to decide on Bills passed by state legislatures.

He termed the action “unconstitutional” and “detrimental to the federal spirit” of the country. Mutharasan said that the Tamil Nadu government had already fought a legal battle in the Supreme Court against the delay in the assent of Bills by the Governor. He pointed out that the Supreme Court had, in its judgment, laid down clear guidelines on timeframes for constitutional authorities like Governors and the President to act on such Bills. “Based on the Tamil Nadu government’s petition, the Supreme Court pronounced a historic judgment setting deadlines for decision-making on state legislation. The verdict was welcomed across the nation as a significant step toward preserving democratic governance. It is, therefore, surprising and inexplicable that the President has now referred 14 questions to the apex court seeking clarity on the same issue,” he said. Mutharasan alleged that the move was politically motivated and influenced by the Union government. “It is evident that the Union government is guiding the President to make this reference, which directly undermines the Supreme Court’s authority and disrupts the federal balance,” he said. Calling the act a clear violation of the Constitution, Mutharasan warned that it could set a dangerous precedent. He urged all democratic forces across the country to unite and oppose such actions. “This is not just a legal or political issue – it is a threat to our constitutional democracy. People’s movements must be built to resist such attempts that weaken the rights of state governments and the voice of the people,” he added. Chandigarh, May 15 (IANS) In a major initiative, the Punjab government on Thursday said it has amended the Industrial and Business Development Policy of 2022 to introduce a capital subsidy scheme for the installation of paddy straw-based boilers.

The scheme aims to increase farmers’ income, promote effective stubble management, protect the environment, and provide significant benefits to the industrial sector. Industry Minister Tarunpreet Singh Sond announced that the decision to provide capital subsidy for paddy straw as fuel in industrial boilers was taken at the Cabinet meeting held on February 13. The official notification was issued on February 20, followed by detailed subsidy guidelines on April 23. He said the existing industrial units currently using coal, oil or other biomass fuels will be eligible for a capital subsidy if they install new paddy straw-based boilers. The capital subsidy will be Rs 1 crore per 8 TPH (tons per hour) boiler or 33 per cent of the actual expenditure, whichever is less, with a maximum limit of Rs 5 crore per unit. For existing units upgrading boilers to use paddy straw, a subsidy of Rs 50 lakh per 8 TPH boiler or 33 per cent of the actual expenditure, whichever is lower, will be provided, subject to a cap of Rs 2.5 crore per unit. According to department estimates, 500 to 600 industrial units in the state are expected to benefit from this scheme, with Ludhiana-based industries, which are heavily boiler-reliant, likely to see the greatest advantage. The government has earmarked a budget of Rs 60 crore for this scheme. Additionally, the minister highlighted existing incentives such as 100 per cent stamp duty exemption for land purchased for paddy straw storage and handling, along with 100 per cent net State GST reimbursement (capped at 75 per cent of total investment) for seven years. He emphasised that the objective of this policy is to encourage industrial development while ensuring environmental protection. The new scheme will help reduce air pollution caused by stubble burning and promote sustainable use of paddy straw as a fuel source, benefiting the environment, farmers, and industries alike. –IANS vg/dan

Guwahati, May 15 (IANS) In a recent survey, conducted in Assam’s Kaziranga National Park and Tiger Reserve (KNPTR), a UNESCO World Heritage site, 70 orchid species across 36 genera were documented, officials said here on Thursday.

KNPTR Director Sonali Ghosh said that in the recent efforts for systematic documentation of Kaziranga’s rich floristic and faunal assemblages, a rapid survey on orchids has revealed interesting results, with the visual survey reporting new records, especially for grassland and woodland areas. She said that 70 orchid species across 36 genera within Kaziranga, of which 46 species are epiphytes and 24 are terrestrial, have been recorded in the study. According to the official orchids like Acanthophippiumsylhetense, Aerides odorata, Biermanniabimaculata, Bulbophyllumornatissimum, Cleisostomaappendiculatum, Dendrobium jenkinsii, Eulophiakamarupa, Peristylusconstrictus, Phalaenopsis mannii, Zeuxinemembranacea etc. have been recorded in the survey. Led by Khyanjeet Gogoi, a renowned orchid conservationist and Range officers of Bagori, Bibit Dihingia and Kohora Bibhuti Ranjan Gogoi, the visual survey reported new records, especially for grassland and woodland areas, Ghosh said. She said that terrestrial orchids such as Eulophiadabia, Zeuxinelindleyana, and Nervilia Juliana thrive in the grasslands along the river banks, while others like Acanthephippium striatum and Hetaeriaaffinis flourish on the dense forest floor. Notably, species like Biermanniabimaculata, Eulophiakamarupa, and Zeuxinelindleyana are endemic to India, while Bulbophyllumornatissimum and Erythrodesblumei, Eulophiakamarupa and Zeuxinemembranacea are considered rare in Assam. KNPTR Director said that the orchid survey was preceded by a unique conservation outreach program that focused on familiarising local students with the orchid and butterfly diversity in the landscape. The Orchid and Butterfly Walk, held on April 18 and 19 in Panbari, welcomed over 50 enthusiastic students from various schools and colleges in the region. During this event, three brochures highlighting the birds of Panbari, butterflies of Kaziranga and Orchids of Kaziranga were released. These informative brochures aim to enhance awareness and appreciation of the rich biodiversity found in this region, the official said. Participants enjoyed guided safaris in Panbari, immersing themselves in the natural beauty of the park while observing orchids and butterflies along the vibrant flora and fauna. Expert talks on orchids and butterflies were delivered by renowned speakers Khyanjeet Gogoi and Monsoon Jyoti Gogoi, who shared their extensive knowledge and passion.
