Pakistan has been criticized for targeting journalists who cover state institutions critically, using laws to investigate, summon, and jail them. Meanwhile, real terrorists in the country are said to be operating without hindrance, engaging in activities like raising funds, recruiting, and training members for jihad, including terrorism and ethnic cleansing. A report highlighted these contrasting situations, emphasizing the freedom of terrorists compared to the crackdown on journalists.

According to the report, a Pakistani anti-terrorism court sentenced eight journalists and social media commentators to life imprisonment in absentia for terrorism-related offenses. These charges were reportedly linked to their online support for imprisoned former Prime Minister Imran Khan. In contrast, the report pointed out that known terrorists in Pakistan advocating violence and jihad are moving freely, with leaders of UN-designated terrorist groups openly promoting jihad and organizing events across the country.

The report also mentioned instances where leaders of terrorist organizations in Pakistan, such as Jaish-e-Mohammed (JeM) and Lashkar-e-Taiba (LeT), openly spread pro-jihad propaganda and conduct events that include anti-India rhetoric. The resurgence of terror groups like JeM has been noted, with these groups and their proxies organizing various activities to further their extremist agendas within Pakistan.
