Parliamentary Panel Explores NRI Representation in Indian Legislature

In a significant development, the Parliamentary Standing Committee on External Affairs recently convened to deliberate on the prospect of granting parliamentary representation to Non-Resident Indians (NRIs). This initiative aims to address the growing concerns and unique challenges faced by the Indian diaspora worldwide.

Proposal for NRI Representation

Congress Member of Parliament Deepender Singh Hooda advocated for NRI representation in Parliament, citing the increasing number of Indians residing abroad and the distinct issues they encounter. Drawing parallels with countries like Italy, which reserves legislative seats for its expatriate citizens, Hooda emphasized the need for India to adopt a similar approach to effectively address diaspora concerns.

Current Voting Rights of NRIs

Presently, NRIs are classified as “overseas electors” and are required to be physically present in India to cast their votes. A bill introduced in 2018 sought to permit proxy voting for NRIs in Lok Sabha and assembly elections; however, it lapsed without enactment. This limitation has been a longstanding grievance among NRIs, who seek more accessible means to participate in India’s democratic processes.

Committee’s Deliberations

Chaired by Congress MP Shashi Tharoor, the committee engaged in comprehensive discussions with various organizations representing the Indian diaspora. Participants included representatives from state NRI affairs departments, chambers of commerce, and academic institutions focusing on diaspora studies. These organizations presented insights into the challenges faced by NRIs and proposed measures to enhance their welfare.

Key Issues Addressed

Among the topics discussed was the importance of aligning skill development programs in India with the labor demands of foreign markets. Such alignment would facilitate smoother immigration processes for skilled workers and mitigate issues related to illegal migration. Additionally, the committee revisited the Emigration Bill, which aims to establish a transparent and comprehensive framework for emigration, involving collaboration between states, Union territories, and other stakeholders. The Ministry of External Affairs informed the committee that the bill is currently under government consideration, with inputs from the Ministry of Labour and Employment.
