Union Minister Unveils Blueprint for Affordable Housing Development Along Delhi Metro Corridors

Union Minister for Housing and Urban Affairs, Manohar Lal, revealed plans for constructing affordable houses with up to 100 sq meters built-up area along Delhi Metro and RRTS corridors. This initiative aims to reduce the need for illegal colonies offering low-cost housing. The development aligns with Prime Minister Narendra Modi’s vision to address the city’s legacy issues and establish a future-ready city through Transit Oriented Development (TOD).

Regulations for Transit Oriented Development (TOD) and Charges, 2026, are designed to promote planned, sustainable, and transit-linked urban growth, especially along metro corridors. This strategy enhances accessibility and facilitates the creation of affordable housing stock. The concept of Transit Oriented Development (TOD) involves the development of small, affordable houses by the Delhi Development Authority and private builders, which will be sold at market rates.

Under the leadership of the Prime Minister, Delhi is undergoing a phase of planned and inclusive urban development. The new policy ensures the provision of affordable housing in the NCT of Delhi and promotes sustainable mobility. By leveraging existing and upcoming public transit infrastructure, the policy aims for optimized land utilization through compact mixed-use development. The corridor-based approach opens up an area of 207 sq. km for affordable housing through planned development and redevelopment.

Delhi Chief Minister Rekha Gupta’s Transit Oriented Development (TOD) policy offers flexibility for development along operational and proposed metro corridors. This approach allows for synchronized development with the construction of new metro corridors, facilitating planned affordable housing and infrastructure. The Policy enables the development of smaller plots under TOD provisions, with a maximum Floor Area Ratio (FAR) of up to 500 in TOD Zones on plot sizes of 2000 sq.m and above, with an 18-meter road.

The policy emphasizes high-density, mixed-use planned development to create affordable housing along all metro corridors. It mandates that 65% of the total permissible FAR be earmarked for residential use with dwelling units having a built-up area of 100 sq m. This strategic focus aims to enhance metro ridership and improve livability along the corridors.
