New Delhi, July 23 (IANS) In a ground-breaking climate ruling, the International Court of Justice (ICJ), the prime judicial organ of the United Nations, on Wednesday delivered a landmark unanimous advisory opinion, addressing the legal obligations for countries to address climate change under international law. Presenting the opinion in The Hague, court’s President Iwasawa Yuji said greenhouse gas emissions are “unequivocally” caused by human activities and acknowledged the “urgent and existential threat” posed by climate change.“The consequences of climate change are severe and far-reaching. They affect both natural ecosystems and human populations. These consequences underscore the urgent and existential threat posed by climate change,” said Iwasawa.The case was brought forward by Vanuatu and other Pacific Island nations, after a youth-led movement in 2019 campaigned for it to be brought in front of the ICJ.Before the court’s 15 judges were two fundamental questions that is the obligations of states (nations) in respect of climate change — What are states’ obligations under international law to address climate change for present and future generations? And what are the legal consequences under these obligations for states failing to do so?The ICJ, the principal judicial organ of the UN, delivers its opinion that comes as global pressure mounts on fossil fuel producers, with courts worldwide increasingly citing the unequivocal scientific evidence that a rapid phaseout of fossil fuels is essential to meet climate goals and protect human rights.In response to the ruling by the ICJ, Mohamed Adow, Director of Nairobi-based think-tank Power Shift Africa, told IANS: “This ruling is a rocket boost for climate justice. The ICJ has confirmed what Africa has long demanded that rich nations must be held accountable for the damage their emissions have caused.“For a continent like Africa — least responsible but most affected — this decision is a lifeline. It strengthens our call for reparations, debt relief, and real climate finance — not loans that deepen poverty.“The era of polluters hiding behind vague promises is over. Africa will not be a sacrificial lamb for the excesses of others. The law now backs our moral case. It’s time for rich nations to pay their climate debt and support a just transition powered by Africa’s renewable energy potential.”Describing the ICJ’s historic advisory opinion a watershed moment in the fight for climate justice, New Delhi-based climate activist and founding director of Satat Sampada Climate Foundation, Harjeet Singh, told IANS: “It’s a resounding declaration that the era of impunity for polluters and complicit states is over. This landmark decision unequivocally imposes robust obligations on states to compel fossil fuel producers to drastic and immediate action, holding them categorically responsible for the damage they’ve unleashed. This mandates a fundamental shift, where states must rigorously regulate, constrain, and ultimately dismantle the fossil fuel industry’s capacity to inflict further harm.”He said the court’s findings pave the way for full reparations, meaning polluters must not only cease their harmful actions but also provide financial compensation for losses and damages incurred. This includes compensation for climate harm and, critically, an immediate cessation of greenhouse gas emissions above science-based safety thresholds.The ICJ was established by the United Nations Charter in June 1945 and began its activities in April 1946. The court is composed of 15 judges elected for a nine-year term by the General Assembly and the Security Council of the United Nations. The seat of the court is at the Peace Palace in The Hague in the Netherlands.ICJ President Yuji said: “This is a concern of planetary proportions that imperils all forms of life…The court presents this opinion with a hope that it hopes its conclusions will allow the law to inform and guide social and political action to solve the ongoing climate crisis.”She said: “Failure of the state to take appropriate action to protect the climate system from GHG emissions, including through fossil fuel production, fossil fuel consumption, the granting of fossil fuel exploration licenses or the provision of fossil fuel subsidies may constitute an internationally wrongful act which is attributable to that state.”Climate experts say as a powerful new legal tool, the ICJ’s decision will spark a chain reaction that accelerates climate litigation on a global scale.Courts worldwide are likely to reference this ruling in their upcoming decisions. It will also strengthen legal arguments in ongoing and future climate lawsuits, especially those targeting corporate defendants like fossil fuel companies.The ruling clarifies that international law requires more than voluntary action, including obligations for historical polluters to reduce emissions and provide compensation to climate-affected communities.It also reaffirms the primacy of climate science, offering an opportunity to reinvigorate global climate talks with legal clarity on rights and responsibilities.The groundbreaking campaign for an advisory opinion was conceived in 2019 by law students from the University of the South Pacific. Alappuzha, July 23 (IANS) Former Kerala Chief Minister and veteran Communist leader V.S. Achuthanandan, who passed away two days ago, was consigned to flames at Veliyechudukadu on Wednesday, amid heavy rains in presence of a massive crowd.
His son V.A. Arunkumar light the pyre at the final resting place of several of legendary Communists, most of them who were his associates either in the CPI or the CPI-M.Another interesting aspect of this 40 cents of land where the Communists are laid to rest, way back in 1957 has been registered in the name of Achuthanandan, who at that time was a popular leader in Alappuzha district.CPI-M in the country was formed when Achuthanandan along with 32 party leaders at the erstwhile CPI in 1964, walked out and the CPI-M came into being.The body was brought to the final destination at 8:55 p.m. on Wednesday after a massive crowd of people gathered at his home, near here for hours and also at the specially erected pandal on the sea shore.Waiting to see him one last time was his wife Vasumathi who was with him for the past more than six decades and was seen wiping her tears.A nurse by profession, Vasumathi was one woman, unlike many of Achuthanandan’s predecessor’s wives, she was never at all in the limelight as her role was always behind the public glare.This was one rare occasion where she was seen in the front row and her daughter was seen holding her tightly as she was busy wiping her tears as her son Arun Kumar light the pyre.Just before the pyre was light, he was given the ceremonial guard of honour when shots were fired in the air and huge chanting of slogans when translated in Malayalam was “Achuthanandan will never die, Comrade VS will always live with us”.Chief Minister Pinarayi Vijayan, the entire Cabinet, leaders from all political parties, including the Chief Secretary A. Jayathilak was a witness to the final goodbye to Achuthanandan, who will go down as the most popular Communist Chief Minister in Kerala.After the police bugle sounded the last verse, the CPI-M’s red colour cloth with its symbol which was covered over the body of Achuthanandan was pulled over his face and soon the body was covered with wood and coir sheets.As this was being done, leaders watched it with a grim face as shouting of slogans reached a crescendo, many of them with tears in their eyes, as all know that there will never be another VS Achuthanandan.Achuthanandan passed away at a private hospital here on Monday at 3:20 p.m. He was 101-years-old.Even though V.S. Bhopal, May 14 (IANS) Madhya Pradesh Chief Minister Mohan Yadav said on Wednesday that the railway sector has witnessed extraordinary progress in the last decade under the leadership of Prime Minister Narendra Modi.
The Chief Minister said that multiple components of modern trains like the Metro and Vande Bharat are manufactured within the country, and various companies in this field have represented some of the finest examples for the ‘Made in India’ mission.Yadav made these remarks during his visit to the BEML (Bharat Earth Movers Limited) workshop in Bengaluru on Wednesday. BEML will also manufacture rolling stock and metro coaches in Madhya Pradesh.He added that the ties between Karnataka and Madhya Pradesh will grow stronger, and new avenues for mutual development will be explored.During his visit, the Chief Minister handed over the land allotment letter for setting up BEML’s new rolling stock manufacturing unit in Madhya Pradesh’s Raisen district, which is located adjacent to Bhopal.Terming the establishment of BEML’s unit in Madhya Pradesh as an unprecedented initiative, Yadav said that setting up a metro and rail coach manufacturing unit is a significant step toward the inclusive and sustainable development of the state.”It will strengthen the industrial ecosystem of both the state and the nation. Kolkata, May 14 (IANS) Former West Bengal education minister and ex-Trinamool Congress secretary general Partha Chatterjee on Wednesday filed a fresh bail petition in the Calcutta High Court in connection with the multi-crore cash-for-school job case.The hearing on the matter is likely on May 19. The fresh bail petition by Chatterjee in the matter comes at a time when a similar bail petition is already being heard at the Supreme Court’s division bench of Justice Surya Kant and Justice N. Kotiswar Singh.During a hearing in the matter last week, the apex court division bench directed the West Bengal government to give the necessary clearance within two weeks so that the trial process against Chatterjee and other state government employees accused in the school job cases registered by the Central Bureau of Investigation (CBI) can be started.The CBI and the Enforcement Directorate (ED) had been conducting parallel probes in the school job cases. The trial process in the ED-registered cases had already started at a special court of the Prevention of Money Laundering Act (PMLA) in Kolkata.Chatterjee was first arrested by the ED official from his residence in South Kolkata in July 2022, and since then, he has been behind bars. Later, the CBI also showed him as arrested.During this arrest, the ED officials also arrested his close associate, Arpita Mukherjee after they recovered huge cash and gold from her twin residences, which were reportedly the proceeds of crime in the school job cases.Mukherjee is, however, currently out on bail.Both the ED and CBI, in their chargesheets, have identified Chatterjee as the principal mastermind in the cases.Recently, his son-in-law, Kalyanmoy Bhattacharya, turned approver against him and gave a confidential statement in the court in the matter.Thereafter, Bhattacharya’s name was removed from the list of accused individuals in the chargesheet of the ED.–IANSsrc/pgh
New Delhi, May 14 (IANS) The Supreme Court is slated to hear on Thursday a clutch of petitions challenging the constitutional validity of the Waqf (Amendment) Act, 2025. As per the cause list published on the apex court website, a 2-judge Bench headed by Chief Justice of India (CJI) BR Gavai and Justice AG Masih will resume hearing the matter on May 15.Multiple petitions have been filed before the top court challenging the constitutional validity of the amendments introduced in the Waqf Act, 1995.In the previous hearing held on May 5, a bench headed by ex-CJI Sanjiv Khanna opined that it did not intend to reserve its judgment at the interim stage in view of his impending retirement.Adjourning the hearing, the Bench, also comprising Justices Sanjay Kumar and K.V. Viswanathan, said: “We will post it before the bench of Justice Gavai on May 13 or 14.”In an earlier hearing, the top court granted a week’s time to the Centre and state governments and the Waqf Boards to file their preliminary reply. It decided to treat five writ petitions as lead cases and said that other pleas will be treated as intervention applications, apart from ordering the registry to rename the cause titles of the proceedings as “In Re: The Waqf (Amendment) Act, 2025″.After the apex court hinted at passing a stay order, the Union government had assured the Supreme Court that it would not de-notify provisions related to ‘Waqf by user’ or include non-Muslim members in the Waqf Board. In its preliminary affidavit, the Centre said that it brought amendments to prevent abuse of Waqf legislation, which resulted in the encroachment of government properties, apart from ensuring that the Waqf Boards in the country are properly administered and function with transparency.”It is submitted that there have been reported misuse of Waqf provisions to encroach on private properties and government properties. It is really shocking to know that after the amendment brought in the year 2013, there is a 116 per cent rise in Waqf area,” the Union Ministry of Minority Affairs said.The Centre, in its reply document filed before the top court, said that it was found that most of the Waqf Boards have been functioning in the “most non-transparent manner” and have either not uploaded the details in the public domain or have uploaded partial details. It said that under the old regime, due to the absence of adequate safeguards, government properties and even private properties were declared as Waqf properties.”The provisions of Sections 3A, 3B, and 3C take care of the said situation, which has been prevailing for several decades. It is submitted that there are startling examples whereby the government lands or even the private lands were declared as Waqf properties,” it said in the affidavit.The Union government said that the Waqf (Amendment) Act, 2025, was passed with the objective of modernising the management of Waqf properties in India through transparent, efficient and inclusive measures. It argued that the reforms introduced are directed solely at the secular and administrative aspects of Waqf institutions – such as property management, record-keeping, and governance structures – without impinging upon any essential religious practices or tenets of the Islamic faith. The concept of ‘Waqf’, rooted in Islamic laws and traditions, refers to an endowment made by a Muslim for charitable or religious purposes, such as mosques, schools, hospitals, or other public institutions.–IANSpds/uk
Gurugram, May 14 (IANS) Haryana Industries and Commerce Minister Rao Narbir Singh said that no country or state can progress without industries.
To boost industrial growth in the state, the government has started work on developing 10 new Industrial Model Townships (IMTs). Land has already been identified for this purpose. A new industrial policy will soon be introduced, and drafts for various related policies are being prepared, the minister said. He said that Chief Minister Nayab Singh Saini, who also holds the portfolio of Finance Minister, has given priority to the industrial sector in the budget. The budget for the Industries Department has been increased by 126 per cent, with a total allocation of Rs 1848 crore for the current financial year. Singh said that bringing major changes to the industrial sector over the next five years is his top priority as the Industry Minister. “A new IMT will be developed in Mewat, adjoining Gurugram. After Manesar, M/s Amprex Technologies Ltd. has shown interest in setting up a unit in Mewat. Out of its proposed Rs 7,083 crore, an investment of Rs 2,460 crore has been made by the company. State government is committed to transforming Nuh into a developed district like others in Haryana,” the minister said. He further said that to promote the textile industry, the state has launched the ‘Haryana AatmaNirbhar Textile Policy 2025’. Textile industries in Panipat, Gurugram, and Faridabad will also be promoted. Under this policy, a provision has been made to give a subsidy of Rs.1200 crore to the industries. “Areas with at least 10 acres of land and 50 proposed industrial units will be declared as ‘confirmation zones’. A dedicated portal for this will be made, where investors can upload their documents. A ‘Single Window System’ has been set up in Panchkula to provide NOCs to entrepreneurs. Similar systems will be established in other districts so that investors don’t have to visit multiple offices for approvals,” he added.–IANSstr/dan
Mumbai, May 14 (IANS) The trial run of Phase-1 of Metro Line-9 commenced on Wednesday, marking the first-ever metro line in Thane district. It was flagged off by Chief Minister Devendra Fadnavis, Deputy Chief Minister & Mumbai Metropolitan Region Development Authority (MMRDA) Chairman Eknath Shinde, and Deputy Chief Minister Ajit Pawar.
A technical inspection was also carried out in their presence. Metro Line-9 is part of Mumbai’s pioneering double-decker infrastructure project, where both metro and vehicular flyovers share a common viaduct. Phase 1 spans 4.4 km from Dahisar (East) to Kashigaon, with stations at Dahisar (East), Pandurangwadi, Miragaon, and Kashigaon.According to MMRDA, the Metro Line-9 will transform travel for Mira-Bhayandar residents by connecting directly to CSMIA Airport via Lines 7, 7A, and Andheri (West) via Line 2B, Ghatkopar via Lines 7 and 1, Link Road through Metro Line-2A at Dahisar (East), Thane via Line-10 at Miragaon ( in Future) and Vasai-Virar via the upcoming Line-13. “The implementation of this corridor is expected to significantly reduce traffic congestion, especially near Dahisar Toll Naka, lower vehicular emissions and promote eco-friendly commuting, introduce energy-efficient systems like regenerative braking and employ green construction practices with reduced environmental impact,” said the MMRDA in a release.Chief Minister Fadnavis said: “Technical testing for this phase has begun. This stretch offers seamless connectivity along the Western Express Highway and will act as a major decongestion solution. It is the first time in the MMR that a double-decker structure combining a metro and a flyover has been constructed. Mira-Bhayandar will immensely benefit from this integration, and we are committed to completing 50 km of metro this year, followed by 62 km next year and 60 km in the year after. By 2027, metro travel will expand considerably, alleviating the load on our arterial roads.”In his speech, Deputy Chief Minister Eknath Shinde said: “The proposed extension up to Virar will ensure connectivity across Thane, Palghar, and Raigad districts. Under MMRDA’s leadership, we are working towards a 337 km-long metro network for Mumbai. Our goal is to commission 50–60 km of metro each year, thereby offering complete last-mile and end-to-end connectivity. This will bring down the number of vehicles on the roads and reduce pollution levels significantly.”Further, Deputy Chief Minister Ajit Pawar said: “Metro Line-9 is a testimony to our commitment to fast-tracking infrastructure projects that benefit the common man. With reduced travel times and enhanced intermodal connectivity, this corridor will improve the ease of commuting and contribute positively to the regional economy.”MMRDA Commissioner Sanjay Mukherjee asserted that Metro Line-9 is a strategic connector that integrates Mira-Bhayandar with the wider Mumbai Metropolitan Region. “With seamless interchanges to key metro lines including Line-2A, Line-7, Line-1, and the upcoming Lines 10 and 13, this corridor creates a continuous, end-to-end travel experience from Mira-Bhayandar to Andheri, Ghatkopar, Thane, and even Vasai-Virar. Patna, May 14 (IANS) Grief and pride have enveloped Uttarthu village in Bihar’s Nalanda district, as news broke of the martyrdom of Sikandar Raut, a soldier posted in Kupwara, Jammu & Kashmir, who laid down his life for the nation on May 13.
Sikandar, who had joined the Indian Army in 2011, was serving with the 47 Rashtriya Rifles. He had earlier been posted in Meerut, Delhi, and Ranchi, but was recently transferred to the conflict-prone Kupwara region amid rising India-Pakistan tensions.Back in Uttarthu, a pall of sorrow hangs over the home of the 35-year-old martyr.His aged father, Pratap Raut, stood silently with tears in his eyes and a trembling stick in his hand. Yet even in his deep loss, his voice carried pride.“God took away my third son, but I am proud that my son served the country. My son sacrificed his life for Mother India — who can be a more fortunate father than me?” Pratap Raut said, choking on emotion.Sikandar is survived by his wife and two young sons, aged 8 and 4. He had returned home on leave just a month ago. He was the youngest of four siblings, with one elder brother and two sisters. Sikandar’s cousin, Sanjeet Kumar, remembered him as a simple and friendly man, driven by patriotism from a young age.“It was his dream to join the army, which he fulfilled. He was posted in Kupwara with 47 RR. He came home last month. His sacrifice has made our entire village proud,” Sanjeet said.As the news spread on Wednesday, villagers gathered at the Raut household, offering condolences and paying tribute to the braveheart. Local police officials also visited to express solidarity with the grieving family.
