New Delhi, July 23 (IANS) In a ground-breaking climate ruling, the International Court of Justice (ICJ), the prime judicial organ of the United Nations, on Wednesday delivered a landmark unanimous advisory opinion, addressing the legal obligations for countries to address climate change under international law. Presenting the opinion in The Hague, court’s President Iwasawa Yuji said greenhouse gas emissions are “unequivocally” caused by human activities and acknowledged the “urgent and existential threat” posed by climate change.“The consequences of climate change are severe and far-reaching. They affect both natural ecosystems and human populations. These consequences underscore the urgent and existential threat posed by climate change,” said Iwasawa.The case was brought forward by Vanuatu and other Pacific Island nations, after a youth-led movement in 2019 campaigned for it to be brought in front of the ICJ.Before the court’s 15 judges were two fundamental questions that is the obligations of states (nations) in respect of climate change — What are states’ obligations under international law to address climate change for present and future generations? And what are the legal consequences under these obligations for states failing to do so?The ICJ, the principal judicial organ of the UN, delivers its opinion that comes as global pressure mounts on fossil fuel producers, with courts worldwide increasingly citing the unequivocal scientific evidence that a rapid phaseout of fossil fuels is essential to meet climate goals and protect human rights.In response to the ruling by the ICJ, Mohamed Adow, Director of Nairobi-based think-tank Power Shift Africa, told IANS: “This ruling is a rocket boost for climate justice. The ICJ has confirmed what Africa has long demanded that rich nations must be held accountable for the damage their emissions have caused.“For a continent like Africa — least responsible but most affected — this decision is a lifeline. It strengthens our call for reparations, debt relief, and real climate finance — not loans that deepen poverty.“The era of polluters hiding behind vague promises is over. Africa will not be a sacrificial lamb for the excesses of others. The law now backs our moral case. It’s time for rich nations to pay their climate debt and support a just transition powered by Africa’s renewable energy potential.”Describing the ICJ’s historic advisory opinion a watershed moment in the fight for climate justice, New Delhi-based climate activist and founding director of Satat Sampada Climate Foundation, Harjeet Singh, told IANS: “It’s a resounding declaration that the era of impunity for polluters and complicit states is over. This landmark decision unequivocally imposes robust obligations on states to compel fossil fuel producers to drastic and immediate action, holding them categorically responsible for the damage they’ve unleashed. This mandates a fundamental shift, where states must rigorously regulate, constrain, and ultimately dismantle the fossil fuel industry’s capacity to inflict further harm.”He said the court’s findings pave the way for full reparations, meaning polluters must not only cease their harmful actions but also provide financial compensation for losses and damages incurred. This includes compensation for climate harm and, critically, an immediate cessation of greenhouse gas emissions above science-based safety thresholds.The ICJ was established by the United Nations Charter in June 1945 and began its activities in April 1946. The court is composed of 15 judges elected for a nine-year term by the General Assembly and the Security Council of the United Nations. The seat of the court is at the Peace Palace in The Hague in the Netherlands.ICJ President Yuji said: “This is a concern of planetary proportions that imperils all forms of life…The court presents this opinion with a hope that it hopes its conclusions will allow the law to inform and guide social and political action to solve the ongoing climate crisis.”She said: “Failure of the state to take appropriate action to protect the climate system from GHG emissions, including through fossil fuel production, fossil fuel consumption, the granting of fossil fuel exploration licenses or the provision of fossil fuel subsidies may constitute an internationally wrongful act which is attributable to that state.”Climate experts say as a powerful new legal tool, the ICJ’s decision will spark a chain reaction that accelerates climate litigation on a global scale.Courts worldwide are likely to reference this ruling in their upcoming decisions. It will also strengthen legal arguments in ongoing and future climate lawsuits, especially those targeting corporate defendants like fossil fuel companies.The ruling clarifies that international law requires more than voluntary action, including obligations for historical polluters to reduce emissions and provide compensation to climate-affected communities.It also reaffirms the primacy of climate science, offering an opportunity to reinvigorate global climate talks with legal clarity on rights and responsibilities.The groundbreaking campaign for an advisory opinion was conceived in 2019 by law students from the University of the South Pacific. Alappuzha, July 23 (IANS) Former Kerala Chief Minister and veteran Communist leader V.S. Achuthanandan, who passed away two days ago, was consigned to flames at Veliyechudukadu on Wednesday, amid heavy rains in presence of a massive crowd.
His son V.A. Arunkumar light the pyre at the final resting place of several of legendary Communists, most of them who were his associates either in the CPI or the CPI-M.Another interesting aspect of this 40 cents of land where the Communists are laid to rest, way back in 1957 has been registered in the name of Achuthanandan, who at that time was a popular leader in Alappuzha district.CPI-M in the country was formed when Achuthanandan along with 32 party leaders at the erstwhile CPI in 1964, walked out and the CPI-M came into being.The body was brought to the final destination at 8:55 p.m. on Wednesday after a massive crowd of people gathered at his home, near here for hours and also at the specially erected pandal on the sea shore.Waiting to see him one last time was his wife Vasumathi who was with him for the past more than six decades and was seen wiping her tears.A nurse by profession, Vasumathi was one woman, unlike many of Achuthanandan’s predecessor’s wives, she was never at all in the limelight as her role was always behind the public glare.This was one rare occasion where she was seen in the front row and her daughter was seen holding her tightly as she was busy wiping her tears as her son Arun Kumar light the pyre.Just before the pyre was light, he was given the ceremonial guard of honour when shots were fired in the air and huge chanting of slogans when translated in Malayalam was “Achuthanandan will never die, Comrade VS will always live with us”.Chief Minister Pinarayi Vijayan, the entire Cabinet, leaders from all political parties, including the Chief Secretary A. Jayathilak was a witness to the final goodbye to Achuthanandan, who will go down as the most popular Communist Chief Minister in Kerala.After the police bugle sounded the last verse, the CPI-M’s red colour cloth with its symbol which was covered over the body of Achuthanandan was pulled over his face and soon the body was covered with wood and coir sheets.As this was being done, leaders watched it with a grim face as shouting of slogans reached a crescendo, many of them with tears in their eyes, as all know that there will never be another VS Achuthanandan.Achuthanandan passed away at a private hospital here on Monday at 3:20 p.m. He was 101-years-old.Even though V.S. Chandigarh, May 14 (IANS) Kafi’s world turned dark before she even understood what light was. At just three years old, Kafi’s life was altered forever when a neighbour hurled acid at her during a family dispute. The attack left her blind, but not broken.
On Tuesday, Kafi stunned everyone by scoring an extraordinary 95.6 per cent in the CBSE Class 12 humanities examination, proving that courage, not sight, defines vision.A student at the Institute for the Blind, Sector 26, Chandigarh, Kafi has been a beacon of resilience for years. But with the announcement of the CBSE results, she has not just topped her class—she has inspired a nation.“I belong to Hisar in Haryana. When I heard about my result, I was so happy, but more than that, I was proud that I could bring joy to my parents. They’ve sacrificed so much for me,” she told IANS.Kafi’s journey has been anything but ordinary. The attack happened in 2011 during the Holi festival, a time of colour and celebration.“I was only three. We didn’t understand why they did it—there was no personal rivalry. But it changed everything,” she recalled.She underwent several years of treatment at AIIMS Delhi. New Delhi, May 14 (IANS) A key accused in the notorious fake currency case in Mumbra, Thane district, has been sentenced to five years of rigorous imprisonment (RI) by the National Investigation Agency (NIA) Special Court in Mumbai.
In addition to the imprisonment, Ishak Khan has been fined Rs. 10,000 on various charges, with all sentences running concurrently, said NIA in a release on Wednesday.Ishak Khan was one of the three individuals arrested in connection with the recovery of Fake Indian Currency Notes (FICNs) worth Rs 82,000, in Rs 500 denominations, in 2019.The counterfeit currency was discovered at the residence of one of the accused, Jasim @ Wasim Salim Shaikh, who was initially apprehended by Mumbra police. His questioning led the police to arrest Karnataka-based Radhakrishna Addappa. The duo was chargesheeted by the police in August 2019, says NIA.The case, however, was later transferred to the NIA, which re-registered it under sections 120B (criminal conspiracy), 489B (using forged currency notes), 489C (possession of forged currency notes), and 34 (acts done by several persons in furtherance of common intention) of the Indian Penal Code (IPC).NIA’s investigation uncovered a deeper conspiracy with significant involvement from Khan, who was already imprisoned in Kolkata for another crime at the time of the FICN operation.The investigation revealed that Khan had coordinated the delivery of fake currency to Shaikh while incarcerated, orchestrating a wide-reaching network of counterfeit currency circulation.The NIA’s probe also included a detailed and thorough examination of digital and documentary evidence. This examination included Call Detail Records (CDRs) of mobile communications that linked the accused to the counterfeit currency operation. These findings led to a supplementary chargesheet being filed in January 2021, accusing all three of the involved individuals.Following a lengthy legal process, Ishak Khan pleaded guilty before the NIA Special Court, leading to his conviction and sentencing. The trial for the other two accused, Shaikh and Addappa, is still ongoing.The conviction marks a significant development in the ongoing efforts of the NIA to curb the circulation of counterfeit currency, which remains a major concern for the Indian economy, say officials.–IANSbrt/dan
Raipur, May 14 (IANS) Lauding heroic efforts of security forces in eliminating 31 Maoists at Karregutta hills, Chhattisgarh, Union Home Minister Amit Shah on Wednesday said security forces have achieved a historic milestone in the fight against Maoism by eliminating notorious Maoists in the biggest operation to date.
HM Amit Shah reaffirmed the government’s commitment to eradicating Maoism, assuring that India is on track to becoming Maoist-free by March 31, 2026. On his X handle, the Home Minister wrote that the encounter took place on Kurraguttalu Hill, located on the Chhattisgarh-Telangana border, which was previously a stronghold for major Naxal organisations, including PLGA Battalion 1, DKSZC, TSC, and CRC. The site was a hub for Naxal training, strategy formulation, and weapon development. Following the operation, the Indian tricolour now flies over the mountain that was once under the control of insurgents, he wrote. “I congratulate our CRPF, STF and DRG soldiers who faced the Naxalites with their bravery and courage even in bad weather and inaccessible mountainous areas. The whole country is proud of you. Under the leadership of Prime Minister Shri Narendra Modi, we are determined to root out Naxalism. I once again assure the countrymen that India is sure to be Naxal-free by 31 March 2026,” wrote HM Amit Shah. On Wednesday, security forces said that the extensive operation lasting nearly a month in the rugged terrain of Karregutta Hills in Bijapur district. The mission resulted in the elimination of 31 Maoists, comprising 17 women and 14 men, an official said. Authorities confirmed that all bodies have been recovered, and soldiers have returned safely. During the encounter, 18 security personnel sustained injuries, including eight who were hurt in IED blasts, officials further said. Fortunately, all injured personnel are in stable condition. Swift medical evacuations ensured that they were airlifted and admitted to hospitals for treatment without delay. The scale of the operation was unprecedented, involving approximately 10,000 personnel from various law enforcement agencies. Forces from the District Reserve Guard (DRG), Bastar Fighters, Special Task Force (STF), state police units, Central Reserve Police Force (CRPF), and its elite Cobra unit participated in the coordinated mission. Additionally, Telangana Police played a key role in supporting the operation, said the officials on Wednesday during a press conference. The government continues its push to eliminate Naxal insurgency from the country, with officials emphasising the importance of sustained efforts in the coming months. Bhopal, May 14 (IANS) Bharat Earth Movers Limited (BEML), a public sector company, is set to establish a metro rail coach manufacturing plant and rolling stocks in Madhya Pradesh with an investment of Rs 1,800 crore.Notably, Madhya Pradesh Chief Minister Dr Mohan Yadav is in Bengaluru on day-long visit to Bengaluru to hand over an allotment letter for 60 hectares (148 acres) of land to the company.“They will make even Vande Bharat coaches in Madhya Pradesh now as they make them in Bengaluru with an investment of Rs 1,800 crore,” CM Yadav said in Bengaluru after handing over documents related to land allotment.The facility will be located in Umaria village, Goharganj tehsil, Raisen district.The Madhya Pradesh state cabinet has approved the allocation of land for this project, aiming to boost the production of rolling stock, rail, and metro coaches in the region.Mohan Yadav officially handed over the land allotment documents to BEML during a function in Bengaluru on Wednesday.The company has expanded its manufacturing footprint by acquiring 148 acres in Madhya Pradesh, reinforcing domestic production capabilities.The government has sanctioned 60.063 hectares in Umaria for the establishment of a modern facility dedicated to manufacturing rail and metro components for national infrastructure projects.State officials will present the official allotment letter to BEML in the presence of the Chief Minister. BEML has committed to setting up a factory in Goharganj, Raisen district, for high-speed rail and metro coach production.During his visit, the Chief Minister will also tour the institute and engage in an interactive session with investors in Bengaluru to highlight Madhya Pradesh’s industrial potential.Bengaluru-based BEML manufactures a variety of heavy equipment like earthmoving, transport, Railway and mining equipment. BEML is Asia’s second-largest manufacturer of earth moving equipment.The Bengaluru programme was organised to attract investment from various sectors.CM Yadav and investors also had a one-to-one discussion focussing key sectors such as information technology, electronics, manufacturing, defence, automobiles, and tourism.He will also visit the BEML campus and attend the inauguration of the 2,100th metro coach.Additionally, Chief Minister Yadav addressed an investment forum on opportunities in Madhya Pradesh, showcasing the state’s industrial strengths and policy initiatives to leading investors from Medium, Small and Micro Enterprises (MSME) and large sector.This initiative bolsters BEML’s contribution to the country’s ‘Make in India’ programme while catering to the increasing demand for advanced transport solutions. Gurugram, May 14 (IANS) A crime branch of the Gurugram Police has arrested three members of ‘Thak-Thak’ who were involved in two dozen theft incidents in Delhi and Gurugram, police said.
The suspects have been identified as Surya Swamy, Romit (alias Johnny) and Karan, all residents of Ambedkar Nagar, Delhi.On April 30, a person lodged a complaint at Police Station DLF Phase-1, Gurugram, regarding that on April 29/30, an unknown person broke the glass of his car near DLF Phase-1, Gurugram, and stole his laptop, purse, and other goods.On this complaint, a case was registered under the relevant sections at Police Station DLF Phase-1, Gurugram.The police team of Crime Branch Sector-43, Gurugram, took action and arrested three accused in the matter.”Accused Surya Swamy was arrested in Gurugram on May 8, and accused Karan was arrested in Aya Nagar, Delhi, on May 9. The police team produced the accused in the court for further action and took them on a five day police custody remand,” police said.During police interrogation, the accused revealed that they had committed 21 other incidents of theft by breaking the glass of vehicles in Gurugram and Delhi.From the observation of the criminal record of the accused, it was found that two cases related to theft are registered against accused Surya Swamy in Delhi.”The accused are the active gang members of the ‘Thak-Thak’ gang. The accused first do a recce of the vehicles parked at deserted places and then, with the help of a slingshot, break the glass of the vehicles and steal the bags, laptops, cash, and other items kept in them,” the spokesperson of the Gurugram Police said.The police team has recovered one scooter, a slingshot, iron bullets for the slingshot, one laptop charger, and six credit and debit cards from the possession of the accused.–IANSstr/dan

Minister of State for Home Harsh Sanghvi was also present at the launch event.The initiatives, rolled out statewide, are designed to streamline police procedures and empower citizens with online access to key services, reducing the need for in-person visits to police stations.Among the highlights was the launch of the Cyber Crime Refund Portal, titled “Tera Tujhko Arpan”, which facilitates quick monetary refunds for victims of cyber fraud.First introduced in Ahmedabad in October 2024 by Union Home Minister Amit Shah, the portal has already demonstrated significant impact, halving the backlog of applications and increasing processing efficiency by 50 per cent.Developed by the Ahmedabad City Cyber Crime Cell, the system enables online registration, real-time status tracking, and refunds without the need for an FIR. Lok Adalats play a key role in accelerating the refund process.What once took two to three hours at a police station now takes just 15 minutes, thanks to automated refund letters and digital documentation. Following its successful pilot in Ahmedabad, the portal has now been made accessible across all police stations in Gujarat, with unique login credentials and pre-launch training provided to ensure a smooth rollout.The Chief Minister also launched I-PRAGATI, a new SMS-based system integrated into the existing eGujCop portal. It provides automated updates to complainants at four key stages of the investigation process — filing of FIR, panchnama, arrest of the accused, and submission of the charge sheet.Initially piloted by the State Crime Record Bureau (SCRB), I-PRAGATI has now been implemented statewide. The system not only enhances transparency but also addresses one of the most common grievances among citizens: a lack of timely updates.“This initiative is part of our commitment to good governance and minimal human interference,” said CM Patel, emphasising the state’s push toward digital transformation in policing.Another key development is the Unfreeze Application, which allows citizens to digitally request the unfreezing of bank accounts blocked due to cybercrime complaints filed via the NCRP portal under BNSS 106 (CRPC 102).With this app, users can file requests online, track their progress, and receive email notifications, eliminating the need for physical follow-ups or visits to police stations.The tool aims to empower citizens, reduce procedural delays, and ensure full transparency in the post-incident resolution process. Speaking at the event, the Chief Minister said the adoption of digital tools in law enforcement reflects the use of technology for both citizen welfare and national security.Minister Harsh Sanghvi added that Gujarat is emerging as a model state for citizen-centric policing, particularly in the domain of cybercrime.“Gujarat Police has already processed over 2.25 lakh bank account unfreezing requests. Bhopal, May 14 (IANS) The Madhya Pradesh High Court has directed law enforcement authorities to register a First Information Report (FIR) against Tribal Affairs Minister Vijay Shah following his controversial remarks concerning Army officer Colonel Sofiya Qureshi. The Jabalpur High Court bench, comprising Justice Atul Shridharan and Justice Anuradha Shukla, took suo motu cognisance of the matter and ordered immediate legal action. The court instructed the Director General of Police (DGP) to initiate proceedings within four hours, emphasising the urgency of the matter.However, law enforcement officials reportedly stated they were awaiting an official directive, assuring that action would be taken upon receipt of the court order.The High Court, upon preliminary examination, noted that Section 196(1)(b) of the Bharatiya Nyaya Sanhita (BNS) applies to the case, as Colonel Qureshi adheres to the Muslim faith. The act of referring to her as the “sister of terrorists” could prejudice religious harmony.The bench further observed that such remarks possess the potential to create a perception that, irrespective of an individual’s service to the nation, they may face derogatory treatment solely due to their faith.Moreover, the Court found that Section 197 of the BNS is relevant, as it criminalizes the publication of assertions, pleas, or appeals that impose obligations based on religious, racial, linguistic, regional, caste, or communal identity, where such content fosters disharmony, enmity, hatred, or ill-will among groups.It further ordered the immediate filing of an FIR against Minister Shah and warned the DGP of contempt charges in case of any delay in compliance.The controversy arose from remarks made by Shah at an event in Raikunda village, Mhow, Indore, on Sunday (May 11). While initially overlooked, a video of the statement surfaced online on Tuesday, provoking public outrage.The Court classified the remarks as a potential threat to national unity and integrity, underscoring their divisive nature and calling for swift legal action. Judicial findings indicate that Shah’s remarks constitute an offence under the Bharatiya Nyaya Sanhita, 2023 (BNS), particularly under Section 152, which penalises acts jeopardising India’s sovereignty, unity, and integrity. Section 192 further criminalises inciting animosity among communities based on religion, caste, place of birth, residence, or language. Patna, May 14 (IANS) Bharatiya Janata Party (BJP) MLA Haribhushan Thakur Bachaul has stirred controversy by demanding the implementation of a population control law in Bihar.
He warned that in the next 20 years, demographic changes could result in Hindus losing electoral relevance in several regions of the state, especially Seemanchal and Mithila.“Due to rising population and demographic shifts, Hindu candidates—regardless of caste—will find it impossible to win elections in districts like Kishanganj, Araria, Purnea, Katihar, Darbhanga, Madhubani, Motihari, and Bettiah,” Bachaul said.Bachaul argued that a population control policy is essential for balanced governance and development, asserting that the Hindu population is being outpaced demographically.While welcoming the Election Commission’s efforts to improve voter turnout in the upcoming Bihar Assembly polls, Bachaul cautioned against bogus voting, particularly referencing the use of burqas to facilitate impersonation in Muslim-dominated areas.He urged the Election Commission to ensure voting integrity without encouraging fraudulent practices.Bachaul criticised the Rashtriya Janata Dal (RJD) for allegedly failing to secure the Muslim vote bank, citing the All India Majlis-e-Ittehad-ul-Muslimeen’s (AIMIM) electoral victories in Kishanganj as an example. He questioned the sustainability of caste and religion-based politics.“If the Hindu population diminishes, even dominant parties like JD-U, RJD, and BJP may lose relevance,” Bachaul said.The BJP MLA also invoked references to Afghanistan, Pakistan, Bangladesh, Kashmir, and Bengal, claiming that diminishing Hindu populations in these areas historically preceded social unrest or fragmentation.Bachaul’s statements have ignited political and social debate, especially due to the communal and demographic overtones.Reacting to it, Rashtriya Janata Dal (RJD) state spokesperson Ejaz Ahmed has issued a sharp rebuttal to BJP MLA Haribhushan Thakur Bachaul. Ahmed accused the BJP of deliberately raising communal and divisive issues ahead of elections to distract from its governance failures.Ahmed questioned the timing of Bachaul’s remarks, saying, “Why does the BJP always bring up such topics to set perception and narrative only when elections are around the corner? After the elections, this so-called knowledge disappears.”Ahmed asserted that the people of Bihar are demanding answers on unemployment, rising inflation, crime, corruption, women’s safety, and the lack of development.He said the double-engine government (a term used for NDA rule at both the Centre and the state) must be held accountable for its performance over the last 20 years.–IANSajk/dan
