New Delhi, July 28 (IANS) Delhi and Chandigarh recorded the highest number of 6,115 and 4,174 e-Zero FIRs in cyber crime cases specifically for cyber financial fraud cases since May 2025, Centre told the Lok Sabha told on Tuesday.
Minister of State (MoS) for Home Affairs Bandi Sanjay Kumar, in reply to a query, said that Section 173(1) of the Bharatiya Nagarik Suraksha Sanhita (BNSS), 2023, mandates that every information relating to the commission of a cognisable offence, irrespective of the area where the offence is committed, may be given orally or by electronic communication to an officer in charge of a police station.
Bandi Sanjay Kumar said that the Central government has provided a platform to the states/Union Territories (UTs) for registering e-Zero FIRs in cybercrime cases specifically for cyber financial fraud cases.
He said that 18 states and UTs have started filing e-Zero FIRs in cyber crime cases specifically for cyber financial fraud cases.
The data shared by the Minister of State indicated the number of e-Zero FIRs in cyber crime cases registered in Uttarakhand since March 2026 stood at 552 and in Goa since January 2026 stood at 446.
He added that in Rajasthan since January 2026 as many as 251 e-Zero FIRs in cyber crime cases have been registered.
“In Assam, 223 cases have been registered since June 2026 and in Haryana 165 cases have been registered since June 2026. In Maharashtra 131 cases, in Tamil Nadu 39 cases and in Bihar 12 cases have been registered since July 2026.”
Sharing details of the platform for registering e-Zero FIRs in cybercrime cases, the MoS said that under this system, complaints involving a particular financial loss thresholds (as decided by respective state/UT) registered on the National Cyber Crime Reporting Portal (NCRP) or through helpline ‘1930’, will automatically result in the registration of an e-Zero FIR at the state/UT e-Crime Police Station, which is then promptly transferred to the concerned territorial cyber crime Police Station.
The complainant is required to visit the respective police station within three days to convert the Zero FIR into a regular FIR, he added.
He said ‘Police’ and ‘Public Order’ are state subjects under the Seventh Schedule to the Constitution of India.
Cyber financial fraud complaints reported on National Cyber Crime Reporting Portal, their conversion into FIRs and subsequent action, that is, filing of chargesheets, arrest and resolution of complaints, thereon are handled by the state/UT law enforcement agencies concerned as per the provisions of the law.
