The Department of Revenue and Land Reforms in Bihar will stop the traditional physical issuance of certified copies of revenue records starting January 1, 2026. Instead, digitally signed certified copies will be available through the state land records portal, ensuring their legal validity and recognition. This move aims to enhance public convenience and transparency.
Secretary Jai Singh of the department has directed divisional commissioners, district collectors, officers in charge of district record rooms, and circle officers to implement this decision. Bihar’s Deputy Chief Minister and Minister of Revenue and Land Reforms, Vijay Kumar Sinha, emphasized that this shift will eliminate the need for multiple visits to government offices for obtaining certified copies.
Previously, citizens had to endure a cumbersome process involving visits to revenue offices, applications, stamp duty, register entries, official approvals, and physical collection of copies, which often took 7 to 14 days. This transition to digitally signed copies is part of Bihar’s efforts towards simplifying revenue services, promoting transparency, and combating corruption.
The digitally signed copies available on the land records portal are legally recognized, aligning with the Revenue Council’s notification of June 26, 2024. In cases where records are not online, citizens can request online, and upon verification, digitally signed certified copies will be issued. Officials anticipate that this initiative will save time, money, and effort, reduce congestion in government offices, and minimize opportunities for malpractice.
