China has become a significant rival to the United States in research expenditure, according to a White House report. The report highlights China’s rapid growth in critical and emerging technologies, putting it on par with the US in research and development spending. This shift marks the first time the US faces a comparable competitor in research spending, emphasizing China’s strategic focus on scientific research capacity and technological advancement.

The report underscores China’s comprehensive approach to research, with a strong emphasis on basic scientific research and advancements in key technologies. China’s strategic investments have propelled its innovation process and positioned it as a global leader in scientific research. Additionally, China is identified as a key player in autonomous scientific laboratories, particularly in artificial intelligence and robotics, where it is making significant progress.

The White House blueprint recommends prioritizing federal resources in areas such as artificial intelligence, quantum computing, semiconductors, nuclear technology, advanced communications, robotics, manufacturing, and space systems. While the report primarily focuses on China, it also mentions other countries like the UK and Norway for their research reforms and industrial competitiveness. The document emphasizes the need for the US to reorganize its research system in response to the rise of AI and the emergence of peer-level competitors.
