Delhi Police Arrest Two Proclaimed Offenders After 17 Years on the Run

Delhi Police’s Crime Branch apprehended two proclaimed offenders who had been evading authorities for 17 years in connection with a 2007 attempted murder case. The individuals, identified as Iqbal Singh alias Palla, 46, and Bhupender Singh alias Lovely, 47, were captured separately in Uttar Pradesh’s Rampur district and Delhi’s Mayur Vihar.

Both suspects were wanted in a case registered under Sections 307, 341, and 34 of the Indian Penal Code at the Patel Nagar Police Station. They had absconded after jumping bail and were declared proclaimed offenders by the court in 2009 and 2010. Bhupender Singh had assumed a false identity as Chander Pal to evade law enforcement.

Iqbal Singh had a history of criminal involvement in cases related to auto theft and attempted murder, while Bhupender Singh faced charges under the Arms Act, Gambling Act, and theft in Delhi. The incident stemmed from a family dispute where Bhupender Singh’s marriage to Amarjit Singh’s sister led to longstanding animosity between the families.

The altercation turned violent in 2007 when Iqbal Singh, Bhupender Singh, and an associate attacked Amarjit Singh, causing severe injuries. Despite initial arrests in 2007, both suspects absconded after securing bail. A dedicated team from the Crime Branch successfully tracked and arrested them following a coordinated operation.

During interrogation, Iqbal Singh revealed his evasion tactics across states, working as a taxi driver to sustain himself. Bhupender Singh, after relocating to Punjab, returned to Delhi under a false identity, concealing his past. Both individuals, habitual offenders with criminal records, have been remanded to Tihar Jail for further legal proceedings.
