The Enforcement Directorate’s Panaji Zonal Office has provisionally attached immovable properties valued at Rs 11.01 crore under the Prevention of Money Laundering Act (PMLA), 2002. This action is linked to the illegal operations of “Birch by Romeo Lane” in Arpora, Goa. The total attachment and freezing in this case now amount to approximately Rs 29.05 crore.
The ED’s investigation stemmed from FIRs filed by Goa Police at Anjuna and Mapusa police stations against Saurabh Luthra and others. These cases are connected to a tragic fire incident on December 6, 2025, which resulted in 25 fatalities and numerous injuries. The FIRs also involve serious offenses of forgery, including the submission of fake No Objection Certificates (NOCs) to obtain regulatory approvals.
It was discovered that M/s Being GS Hospitality Goa Arpora LLP operated the establishment without obtaining necessary approvals, such as the Fire NOC. Partners allegedly presented forged documents, including a fake Health NOC and a fabricated Police Clearance Certificate, to portray the venue as legitimate. Despite the expiration of the trade license in March 2024, the establishment continued illegal commercial operations.
