Gujarat Government Undertakes Rs 359 Crore Plan to Enhance Champaner-Pavagadh Heritage Site

The Gujarat government is executing a Rs 359 crore master plan to enhance infrastructure and pilgrim facilities at the UNESCO World Heritage Site of Champaner-Pavagadh. The project, led by Chief Minister Bhupendra Patel and Deputy Chief Minister Harsh Sanghavi, aims to preserve heritage and enhance visitor amenities. The redevelopment program covers the Mahakali Temple at Pavagadh and the Champaner Archaeological Park.

The four-phase master plan, with an estimated outlay of Rs 359 crore, has already seen works worth Rs 121 crore completed in the first and second phases. These phases focused on expanding the temple complex and improving facilities for devotees. The Mahakali Temple premises have been significantly expanded, and infrastructure enhancements include electrification, a public address system, and CCTV surveillance along the approach route.

Inspired by Prime Minister Narendra Modi’s vision of ‘Vikas Bhi, Virasat Bhi,’ the state government is implementing major development works at the Pavagadh pilgrimage site. The remaining third and fourth phases, with a combined investment of Rs 238 crore, aim to further develop infrastructure around the heritage site. Phase 3A has already completed a multi-level parking facility at Machi Chowk, while Phase 3B includes various construction and improvement projects at Champaner.

The government’s plans for the site include the redevelopment of the Vada Talav precinct with landscaped gardens, ghats, a water jetty, and various recreational areas. The state government emphasizes that the project aligns with the goal of preserving heritage while enhancing facilities at key pilgrimage centers across Gujarat. Since the completion of the Pavagadh Redevelopment project in June 2022, there has been a notable increase in pilgrim footfall, with more than 3.84 crore devotees visiting the Mahakali Temple between 2022-23 and June 18, 2026.
