India has entered into 27 migration and mobility agreements with 23 countries to enhance safe pathways for emigration and protect the diaspora, stated Kirti Vardhan Singh, the Minister of State for External Affairs. These agreements focus on structured and skills-based mobility, prioritizing worker welfare, social protection, and fair recruitment practices. Singh emphasized the need to strengthen and expand these partnerships to uphold the rights of Indian citizens abroad.
Notable agreements related to worker mobility include deals with the European Union in January, Britain in July last year, and New Zealand just last month. The Second International Migration Review Forum (IMRF) serves as a periodic assessment of the Global Compact for Safe, Orderly and Regular Migration, established in 2018 at the UN and reviewed every four years.
Singh highlighted that enhancing the skills of individuals seeking opportunities overseas is a fundamental aspect of India’s migration governance at an international level. Initiatives like Skill India International Centres and digital platforms aim to align the Indian workforce with global standards. Additionally, pre-departure orientation programs are in place to equip migrants with necessary information and readiness for their foreign employment.
India’s Digital Public Infrastructure has played a crucial role in safeguarding migrant workers and ensuring transparency in recruitment and deployment processes. Utilizing platforms like the eMigrate system, National Career Service portal, and Skill India Digital Hub, the nation has enhanced the welfare and protection of its overseas citizens. Singh underscored the country’s commitment to supporting migrants, especially those in vulnerable situations, through mechanisms such as the Indian Community Welfare Fund and the MADAD portal.
