North Korean leader Kim Jong-un conveyed his congratulations to Russian President Vladimir Putin on Russia’s 81st Victory Day celebration, emphasizing Pyongyang’s commitment to enhancing relations with Moscow. Kim expressed satisfaction with the shared history of independence, dignity, peace, and prosperity between the two nations. He reiterated the Democratic People’s Republic of Korea’s dedication to advancing the comprehensive strategic partnership with Russia, as per the inter-state treaty obligations.
In June 2024, Kim and Putin signed a treaty establishing a comprehensive strategic partnership, reinvigorating their Cold War-era military alliance. Subsequently, North Korea dispatched approximately 15,000 troops to assist Russia in its conflict with Ukraine and bolstered cooperation across various sectors. Earlier in April, Kim Jong-un and Russian Defence Minister Andrey Belousov engaged in discussions in Pyongyang regarding the current status and future prospects of military collaboration between the two countries.
During the meeting, Defence Minister Belousov announced plans to formalize military cooperation between Russia and North Korea for the period 2027-2031. He commended the warm reception extended to the Russian delegation in Pyongyang and highlighted the exceptional level of bilateral relations. Belousov expressed gratitude for the invitation extended by Kim to a Russian military delegation for the inauguration of a museum and memorial complex, underscoring the significance of the event in strengthening ties between the two nations.
