Maharashtra’s Agriculture Minister reiterated the government’s dedication to farmers in the state, highlighting financial aid, technology upgrades, and relief measures. The government’s focus on agricultural empowerment was emphasized through initiatives like a significant loan waiver, preparations for the upcoming farming season, and new legislation for women farmers. Minister Bharane detailed the Punyashlok Ahilyadevi Holkar Shetkari Karjmukti Yojana, the state’s largest-ever loan waiver scheme benefiting 56.24 lakh farmers with a relief package of Rs 36,585 crore.
The scheme offers full debt waivers for farmers with outstanding amounts up to Rs 2 lakh, with those exceeding this limit receiving a Rs 2 lakh waiver upon repayment. Farmers with consistent loan repayments in two of the last three years will also receive a Rs 50,000 incentive bonus. The minister compared this scheme to past waivers, highlighting its substantial financial impact compared to previous initiatives.
Acknowledging the forecast of below-average rainfall for the upcoming season, the minister outlined plans to mitigate the effects of El Niño. Measures include promoting sowing methods like Broad Bed Furrow (BBF), distribution of drought-tolerant seeds, and the creation of farm ponds for irrigation. Additionally, the Krishi Samriddhi Yojana, with an outlay of Rs 5,000 crore, aims to boost agricultural infrastructure and investment, including modern farming solutions and farmer service centers.
The government also updated the Gopinath Munde Shetkari Apghat Sanugraha Anudan Yojana, enhancing benefits for accidental death and disability. Notably, farm laborers have been officially included in this scheme. The minister highlighted the integration of technology in agriculture, with initiatives like the Mahavistar AI app providing farmers with weather and crop management advice. Maharashtra’s pioneering use of Central Bank Digital Currency for agricultural equipment purchases was also mentioned.
To combat exploitation, the government banned the practice of “linking” in fertiliser sales and deployed inspectors to ensure quality control. Farmers can report grievances through dedicated channels. The government’s commitment to women farmers was underscored, with plans to introduce the Maharashtra Women Farmers Empowerment Bill. The minister assured a sensitive approach to ensure the prosperity of farmers leads to a prosperous Maharashtra.
Opposition members walked out in dissatisfaction over the minister’s response, claiming their concerns were not adequately addressed during the discussion.
