The Maharashtra Cabinet has given the green light to the implementation of the Urban Challenge Fund (UCF) scheme, a centrally sponsored initiative set to run from 2025-26 to 2030-31. This scheme aims to guide Urban Local Bodies (ULBs) towards market-based financing, bond issuance, and bank loans to establish sustainable revenue infrastructure. It focuses on three core pillars: Water & Sanitation, Creative Urban Redevelopment, and Cities as Growth Hubs.
Chief Minister Devendra Fadnavis is optimistic that the UCF will position cities as growth engines and systematically remove obstacles impeding their advancement. He expressed confidence in the initiative, stating that it will bring about significant enhancements in civic infrastructure and service delivery in urban areas. The government has proposed an overall project fund of Rs 90,000 crore, with a target mobilizing framework of Rs 44,800 crore allocated for Maharashtra. This framework includes contributions from the Central government, the state government, and market-based mechanisms to kickstart transformative urban projects.
The government highlighted Maharashtra’s proactive approach in raising capital for local bodies, citing successful initiatives by the Nashik and Pune Municipal Corporations in securing dedicated funds for water supply and sanitation projects. These efforts have garnered approval from the National Executive Committee (NEC). Plans are underway to extend similar funding mechanisms to support projects in the Pimpri-Chinchwad and Nagpur Municipal Corporations. The UCF is expected to play a vital role in overcoming bottlenecks by enabling cities to raise capital through municipal bonds and Public-Private Partnerships (PPP).
The UCF campaign will cover around 22 key focus areas, including digital governance, core civic infrastructure development, circular economy initiatives, de-congestion and traffic management projects, last-mile connectivity, urban zone revitalization, growth centers in small and medium towns, marketplace redevelopment, pedestrian and bicycle-friendly transport projects, demonstration or pilot projects, transit hub upgrades, and creative urban renewal, water supply, and sanitation projects, as per the government release.
