Chief Minister Devendra Fadnavis announced plans to submit a proposal to the Centre to reduce the age limit for juvenile delinquents from 18 to 16 years. This move aims to crack down on those exploiting children for criminal activities and drug distribution by amending existing laws. The proposal comes in response to concerns raised about the increasing trend of juvenile delinquency in Jalna district.
CM Fadnavis addressed a debate initiated by member Arjun Khotkar, highlighting the need for stricter actions against those engaging children in criminal activities. He clarified that a recent incident in Latur was a personal matter stemming from a family dispute and assured ongoing investigations. The Chief Minister emphasized the exploitation of legal provisions that allow minors to be kept in observation homes instead of being arrested, enabling criminal elements to use them for unlawful activities.
In light of the rise in serious offenses committed by children under 16, a high-level committee will be appointed to analyze the growing trend of juvenile delinquency scientifically. The government is also considering implementing stringent measures against organized crime groups and individuals exploiting children, while enhancing the effectiveness of relevant laws. Minister of State Yogesh Kadam mentioned the implementation of preventive and rehabilitative measures to combat juvenile delinquency, including awareness campaigns, counseling sessions, and guidance programs on cyber security and de-addiction.
Special Juvenile Police Units have been set up under the Juvenile Justice Act, 2015, to support the ‘CARE’ program aimed at reintegrating juveniles into society. Minister Uday Samant informed the Legislative Council about the state government’s efforts to secure pending funds under the Deendayal Antyodaya Yojana, a scheme for urban poor and homeless families. The government is in constant communication with the Central Government to release the pending funds and is exploring options to disburse the state’s share.
