He commended Prime Minister Narendra Modi’s leadership for this initiative. The Chief Minister highlighted the significance of the “High-powered Demography Mission” announced by PM Modi on August 15, 2025, and approved by the Union Cabinet on September 11, 2025, especially for Manipur and other border states.
The Chief Minister also lauded Union Home Minister Amit Shah’s acknowledgment of demographic shifts as a critical issue affecting India’s sovereignty, national security, law and order, social structure, and tribal communities. He assured full cooperation from the Manipur government for the High-Level Committee’s comprehensive assessment of demographic changes resulting from illegal immigration and other irregular factors.
Expressing gratitude to PM Modi and HM Amit Shah for their commitment to safeguarding India’s borders and addressing demographic imbalances, Chief Minister Singh emphasized the importance of this initiative for the people of Manipur. The High-Level Committee, chaired by former Supreme Court Judge Justice Prakash Prabhakar Naolekar and comprising experts like Durga Shankar Mishra, Balaji Srivastava, and Dr. Shamika Ravi, along with the Census Commissioner, will submit its report within a year, with a possible extension of up to six months by the Ministry of Home Affairs if needed.

The Committee’s mandate includes analyzing abnormal population shifts, especially concerning religious and social communities, and proposing timely solutions to address these challenges.
