Media bodies and civil society organizations in Pakistan have raised alarms about the escalating constraints on press freedom and the growing dangers faced by journalists in the country. A coalition of media groups, including the Pakistan Broadcasters Association (PBA) and the All Pakistan Newspapers Society (APNS), highlighted the challenges encountered by journalism in the past year, citing increasing global restrictions. They emphasized the unsatisfactory state of freedom of expression in Pakistan, noting instances of harassment, arrests, violence against journalists, and mounting pressure from state entities.

The Joint Action Committee, which comprises prominent media associations such as the Council of Pakistan Newspaper Editors (CPNE) and the Pakistan Federal Union of Journalists (PFUJ), underscored the worrisome trend of editorial interference and control over media outlets at various levels. The committee pointed out tactics employed to stifle dissent, including leveraging government advertisements for editorial influence, censoring information, and silencing opposing voices. Meanwhile, civil society representatives penned an open letter to Prime Minister Shehbaz Sharif, expressing concerns over the intimidating environment, legal pressures, and economic vulnerabilities faced by the media landscape in Pakistan.

The signatories of the letter emphasized the significance of World Press Freedom Day in recognizing the perils confronting journalists and the pivotal role of independent media in upholding democracy through factual reporting and accountability. They highlighted the misuse of the Prevention of Electronic Crimes Act (PECA) to suppress dissent rather than secure convictions, citing cases where journalists were unjustly targeted under this law. The letter specifically mentioned instances involving journalists like Asad Toor and Farhan Mallick, illustrating how legal actions were often employed as tools of intimidation.

A recent report by the Islamabad-based media watchdog Freedom Network revealed a shrinking space for free expression in Pakistan due to mounting legal, regulatory, and economic pressures on the media. The report, titled ‘Regulatory Repression of Freedom of Expression – Legal Controls and PECA Undermine Media and Journalism in Pakistan,’ underscored the detrimental impact of the amended PECA law on journalists and free speech advocates. It highlighted the weaponization of PECA to instill fear and self-censorship among journalists, lawyers, and political commentators, characterizing it as a grave threat to media freedom in the country.
