New job charts clarify roles of Panchayat, Revenue Talatis across Gujarat

Gandhinagar, Aug 17 (IANS) The Gujarat government has formally separated the duties of Panchayat Talati-cum-Mantris and Revenue Talatis, setting out detailed job charts to remove overlap between the two cadres and clarify which official is responsible for different services and administrative matters in villages.

Panchayat Minister Rushikesh Patel said the decision followed detailed deliberations on the roles and responsibilities of the two cadres.

“The move is intended to improve citizen convenience and strengthen administrative transparency at the rural level,” he said.

According to the government, around 90 to 100 major and minor functions are performed at the village level, covering nearly 290 citizen-oriented services.

The separate job charts are intended to clarify the jurisdiction and responsibilities of Panchayat Talati-cum-Mantris and Revenue Talatis.

Under the job chart issued by the Panchayats, Rural Housing and Rural Development Department, the Panchayat Talati-cum-Mantri will perform duties assigned to the Secretary of the Gram Panchayat under the relevant Panchayat Acts and Rules.

The post will also cover the implementation of various individual and development schemes of the Central and State governments at village level.

Responsibilities include certificate-related services; matters concerning encroachments on village-site, gauchar, and Panchayat land; protection of public property; village cleanliness; water supply; tree plantation; Gram Sabha; and various village-level committees.

The Panchayat Talati-cum-Mantri will also handle rural-level responsibilities related to schemes and services, including PM-KISAN, PM-Vishwakarma, e-Gram and e-Nirman Cards, Anganwadi services, primary education, rural sanitation, water supply, village-site plots, land required for public purposes, sanitation, and health.

The Revenue Talati, meanwhile, will focus on revenue administration and land-related matters.

Under the job chart issued by the Revenue Department, the post will cover work under various revenue laws and rules, evacuee property and Ashant Dhara matters, land records and surveys involving Central and State government land, and work connected with the PM-SVAMITVA scheme.

Revenue Talatis will also collect land revenue, recover outstanding dues, maintain land records and rights, verify rights relating to government land and property, deal with encroachments and land acquisition, and handle changes and administrative matters concerning land revenue.

Their responsibilities will further include supporting crop production and land improvement activities, conducting Crop Cutting Experiments, farmer registration, crop insurance-related work and agricultural relief measures during natural calamities.

The job chart also assigns them work relating to assigned land, verification of encroachments and other duties entrusted by the Revenue Officer.

The government has also provided for coordination between the two cadres wherever their responsibilities intersect.

In particular, Panchayat Talati-cum-Mantris and Revenue Talatis will work together on agricultural relief packages during natural calamities.

In special circumstances, Village Computer Entrepreneurs (VCEs) may also assist Revenue Talatis in rural-level work based on specific orders issued by the Development Commissioner.

The government said the defined job charts would provide greater clarity on the core functions, jurisdiction and responsibilities of both cadres and enable Panchayat and revenue-related work to be handled according to clearly specified responsibilities.

The decision follows the state’s broader efforts to strengthen the revenue administration at village level.

With the latest job charts, the government has sought to establish a clearer division between Panchayat administration and revenue and land-related functions while retaining coordination between the two cadres where rural services require joint action.
