In response to nationwide worries about exam paper leaks and irregularities in competitive exams like NEET, the Appointments Committee of the Cabinet has named Naresh Pal Gangwar, a 1994-batch Rajasthan-cadre IAS officer, as the new Secretary of the Department of Higher Education in the Ministry of Education. This move comes as demands for transparency and reforms in the examination system grow louder from student groups and political parties.

Gangwar, with almost thirty years of administrative experience, is expected to focus on strengthening the country’s examination framework in his new role. His tasks include improving transparency in national-level exams, rebuilding student trust affected by recent controversies, and evaluating the National Testing Agency’s operations.

The appointment of Gangwar is seen as a step towards enhancing accountability and expediting reforms in the examination system. Prior to this position, Gangwar served as the Secretary of the Department of Animal Husbandry and Dairying under the Ministry of Fisheries, Animal Husbandry, and Dairying. He has held various significant roles in Rajasthan and has been involved in policy-making related to solar energy and environmental issues.

Gangwar’s educational background includes a B.Tech in Electronics and Communication Engineering, an M.Tech in Communication and Radar Engineering, and an M.A. in Economics. His appointment coincides with the Ministry of Education’s efforts to address concerns regarding exam security, paper leaks, and institutional reforms to restore public trust in India’s competitive exam system.
