Odisha is striving to transform into a net exporter of compute and enhance last-mile public service delivery through the development of population-scale Odia-language applications. In a significant move towards this goal, the state government has collaborated with Sarvam AI, an Indian artificial intelligence company, to establish a sovereign AI capacity in Odisha.
Mukesh Mahaling, the Minister of Electronics and Information Technology in Odisha, announced this strategic partnership with Sarvam AI through a video message. The partnership aims to create a sovereign AI capacity hub in Odisha, marking a crucial step towards India’s self-reliant AI future. Mahaling emphasized that this initiative signifies a shift from a mines-driven economy to a technology-led digital economy in Odisha.
The state government, in conjunction with Sarvam AI, plans to set up a 50 MW AI-optimized facility with an investment of approximately Rs 20,000 crore. This endeavor is supported by substantial capital investment incentives from the State and is expected to house around 25,000 GPUs, generating numerous high-skilled direct and indirect job opportunities. Additionally, this initiative will solidify Odisha’s position as a significant player in India’s sovereign AI and compute ecosystem, advancing towards the vision of a developed Odisha and India.
The recent Memorandum of Understanding (MoU) signed between the Odisha Government and Sarvam on February 6 underscores the state’s commitment to fostering a secure, inclusive, and Odia-first artificial intelligence ecosystem aligned with Vision 2036 and Vision 2047. This partnership, formalized during the Black Swan Summit 2026 in Bhubaneswar, is geared towards establishing AI as a long-term public capability, focusing on sovereign infrastructure, population-scale applications in Odia, and building enduring institutional capacity within the State. The establishment of the AI Sovereign Park in Odisha will position the state as a net producer and exporter of compute, marking a significant milestone in the digital era.
