The formation of a maritime wing by the Pakistan-based terrorist group Lashkar-e-Taiba (LeT) signifies a shift towards sea-based operations, as per a report. This move could potentially create a significant maritime terror threat and complicate regional security in the subcontinent. The LeT, known for the 2008 Mumbai attacks, is reportedly enhancing its operational strategy with a specialized maritime wing.

According to the report by the ‘Middle East Media Research Institute’ (MEMRI), LeT is incorporating advanced maritime tactical skills into its training framework. The group is offering courses in swimming, scuba diving, water rescue, and motor-boat handling, lasting 20 to 40 days for individuals aged 15 to 35. These activities are being conducted through front organizations like the Pakistan Markazi Muslim League (PMML) and the Pakistan Muslim Youth League (MYL).

The report reveals that trainees are first exposed to religious and ideological lectures before undergoing militant indoctrination. Selected individuals are then recruited into LeT and PMML, where they receive weapons training and guerrilla warfare instruction for potential jihadi operations, likely targeting India. The training program also includes elements like scuba diving, high-speed boat maneuvering, underwater tactics, and social media strategies.

LeT is reportedly training militants for attacks similar to the 2008 Mumbai terror strike, which involved sea routes from Pakistan to target coastal areas. The current training regime suggests preparation for covert insertion from water to evade detection, similar to the tactics employed in the 2008 attacks. The MEMRI report emphasizes the group’s readiness for multi-location attacks through small, agile teams trained in underwater tactics and boat operations.

The report highlights a video featuring LeT leader Haris Dar overseeing militant training, with another commander openly acknowledging the establishment of a maritime force. Security agencies view this as clear evidence of recruitment and terrorism preparations. The maritime wing training is reportedly taking place in various locations across Pakistan and Pakistan-occupied Kashmir, supervised by the Pakistan Navy and overseen by senior LeT commanders like Rizwan Hanif and Amir Zia.
