The Joint Committee of Parliament on the Constitution (One Hundred and Thirtieth Amendment) Bill, 2025, along with two related bills, continued stakeholder consultations. Chaired by BJP MP Aparajita Sarangi, the committee listened to inputs from legal and academic institutions like the Centre for Law and Policy Research and OP Jindal Global University.
The focus of the session was on three key legislations: the Constitution (130th Amendment) Bill, 2025; the Jammu & Kashmir Reorganisation (Amendment) Bill, 2025; and the Government of Union Territories (Amendment) Bill, 2025. The 130th Constitutional Amendment Bill, introduced by Union Home Minister Amit Shah, aims to amend specific articles of the Constitution, including provisions for the automatic removal of certain officials under certain circumstances.
These bills aim to introduce accountability measures for political leaders, ensuring their removal if detained for specific offenses. The government views these amendments as crucial steps towards maintaining constitutional integrity and preventing detained ministers from holding office. The Joint Committee, comprising 31 members, has been engaging with various stakeholders to analyze the proposed amendments thoroughly.
The committee’s consultations have included discussions with state governments, civil society organizations, and legal experts to assess the implications of the proposed changes. This ongoing process is part of Parliament’s efforts to address concerns regarding criminalization in politics while upholding democratic values and the rule of law.
