A Republican senator has urged for increased oversight of Chinese investments in American universities, citing concerns over undisclosed financial connections with sanctioned entities that could jeopardize US innovation and national security. Senator Tom Cotton of Arkansas addressed a letter to Education Secretary Linda McMahon, highlighting potential unreported transactions involving Chinese entities due to falling below federal disclosure thresholds. Cotton emphasized the impact of these investments on American interests, stating that they could compromise innovation and national security.
Senator Cotton referenced data from a US Department of Education online portal launched on January 2, which offers institution-level information on foreign donations to American universities. He pointed out that federally funded universities had received over $6.8 billion from China by January 31, with more than $300 million coming from sanctioned entities. Specifically mentioning Harvard University, Cotton noted that it had received over $630 million from Chinese entities, including funds from foreign talent programs and entities allegedly supporting unauthorized military advancements.
Commending the Education Department’s efforts to enhance transparency, Cotton acknowledged actions taken against universities failing to meet financial reporting requirements. However, he expressed concerns that existing regulations might allow smaller transactions to evade public disclosure. Highlighting the loophole where universities are not mandated to report transactions under $250,000 from a single foreign source annually, Cotton called for closer examination of financial ties between American universities and China, particularly sanctioned entities.
The senator’s letter did not name other universities or outline specific actions he expects the department to take, nor did it accuse Harvard or any institution of violating US laws. Cotton’s request aligns with the increasing scrutiny in Washington regarding foreign funding for universities, especially those linked to China. Lawmakers in the US are increasingly viewing academic research and technology access as critical national security issues. American universities receiving federal funding are obligated to disclose certain foreign gifts and contracts to enhance transparency on overseas funding in higher education institutions.
