Choi Son-hui’s visit to Russia was on an official invitation from her Russian counterpart, Sergei Lavrov. This visit marks her first trip to Russia since October, with speculation suggesting it could be related to coordinating North Korean leader Kim Jong-un’s potential visit to Russia.
North Korea and Russia have strengthened their ties since signing a “comprehensive strategic partnership” treaty in June 2024. This visit by Choi Son-hui comes amidst Pyongyang’s efforts to enhance relations with China, its traditional ally.
