Senior BJP leader and Leader of the Opposition in the Assembly, R. Ashoka, criticized the Karnataka government’s decision to launch doorstep distribution of Permanent Residence Certificates (PRCs). Ashoka raised concerns about the move, citing constitutional, legal, and national security issues. He questioned the State government’s authority to issue the certificates and called for the program’s immediate suspension until its legal basis is clarified.

Ashoka highlighted that the Permanent Residence Certificate is among the documents recognized by the Election Commission for electoral rolls inclusion. He emphasized that the government’s actions go beyond routine administrative exercises and reforms, impacting constitutional boundaries and national security. The BJP leader demanded clarification from Chief Minister D.K. Shivakumar on the constitutional provision empowering the State to issue PRCs.

Questioning the timing of the initiative, Ashoka noted its introduction during the Election Commission’s Special Intensive Revision of electoral rolls nationwide. He expressed concerns about the rush to implement a State-wide PRC program and raised questions about its necessity and beneficiaries at such a critical juncture. Ashoka warned that proceeding without clear constitutional authority and safeguards could lead to fraudulent documentation and national security risks.

Ashoka criticized the potential executive overreach of the move and its implications for India’s federal structure. He called for greater transparency and public scrutiny to prevent fraudulent practices and administrative misuse. The BJP leader demanded that the government disclose complete policy details to the public and address the raised concerns before proceeding. Ashoka stated that the BJP would oppose the initiative politically and legally if the State government fails to provide satisfactory explanations.
