With the State Budget session approaching, the Tamil Nadu government is working on the ‘Vetri Tamizhagam – Vision Document’, a comprehensive policy framework that will outline the long-term governance agenda of the TVK-led administration. Expected to be revealed during the Budget session, the document will detail the government’s development priorities across various sectors for the upcoming years.
The Vision Document, conceptualized as the foundation of Chief Minister C. Joseph Vijay’s governance approach, aims to introduce a new model of administration focused on transparent governance, people-centric development, social justice, efficient public services, sustainable economic growth, and equal opportunities. It is intended to mark a departure from the governance strategies of Tamil Nadu’s traditional Dravidian parties over the past decades.
Chief Secretary M. Sai Kumar has instructed Secretaries of all government departments to create detailed department-specific Vision Documents highlighting sector-specific priorities, policy reforms, and long-term development objectives. This initiative is progressing alongside Budget preparations, with the inclusion of new welfare measures and policy initiatives expected in both the Vision Document and the Budget.
Senior officials have emphasized the importance of reviewing existing welfare schemes and flagship programs before proposing new measures. Each department has been tasked with evaluating ongoing initiatives, suggesting enhancements, modifications, or discontinuations, and recommending fresh programs aligned with the government’s overarching policy goals.
The ongoing policy exercise has significantly increased the workload of senior officials, who are juggling Budget preparations, departmental evaluations, and Vision Document drafting simultaneously. This added responsibility has led to administrative challenges in various departments, impacting routine government operations. Notably, delays in processing land-related files have been observed in revenue administration across several districts, with officials focusing on finalizing the ‘Vetri Tamizhagam’ policy roadmap.
