As tensions escalate between Afghanistan and Pakistan, UN High Commissioner for Human Rights Volker Turk has called for an immediate halt to hostilities and the implementation of measures to safeguard civilians as per international human rights law. Following a devastating blast at a drug rehabilitation center in Kabul that reportedly claimed numerous lives, the Commissioner emphasized the urgent need for humanitarian assistance to reach those in critical need.
The UN High Commissioner’s office has stressed the necessity for a prompt, independent, and transparent investigation into the Kabul rehabilitation center blast, advocating for accountability in accordance with international standards. Afghan officials have reported over 400 fatalities and 250 injuries resulting from a Pakistani airstrike on the Omid Addiction Treatment Hospital in Kabul’s Pul-e-Charkhi area.
In the wake of the recent attack, which caused widespread destruction and casualties, the UN has reiterated the strict protection of civilians and civilian facilities under international humanitarian law. The laws of war mandate adherence to principles of distinction, proportionality, and precautions in all military actions, with heightened safeguards for medical establishments.
