A bill introduced by Senator Tom Cotton aims to prevent Chinese nationals and companies associated with Beijing from managing sensitive American military cargo. The Trucking Security and CCP Disclosure Act mandates rigorous national-security screening for firms transporting Department of War freight to exclude those linked to China’s military or the Chinese Communist Party. This legislation necessitates that trucking companies moving US military cargo certify their lack of ties to the CCP or Chinese entities posing national-security risks.
The proposed law also calls for the establishment of a Secure Defence Freight Carrier Registry by the Federal Motor Carrier Safety Administration. This registry would list approved carriers that have undergone national-security vetting and are authorized to transport military goods. Trucking companies would need to prove they are not owned or controlled by Chinese military-affiliated entities and have no significant business connections with such organizations.
Furthermore, the bill requires companies handling Department of Defence freight to confirm through certification that they are not associated with any Chinese military companies. Violators providing false certifications could face penalties, including suspension from defence contracts. The legislation also mandates that firms retain certification records for at least five years and undergo periodic national-security evaluations.
Representative Elise Stefanik has introduced a companion bill in the House of Representatives to address what lawmakers perceive as a critical gap in existing procurement regulations. Stefanik emphasized the importance of preventing Communist China’s military from benefiting from American defence projects. The proposed legislation seeks to safeguard US national security interests by ensuring that American tax dollars do not support adversaries.
Amid growing concerns in Washington regarding Chinese involvement in supply chains related to US defence programs, this legislative move aims to enhance security measures and protect sensitive military cargo.
