Uttarakhand has achieved a significant milestone in mining revenue, surpassing Rs 1,200 crore for the first time. The state’s mining department reported a total revenue of Rs 1,217 crore in the fiscal year 2025–26, exceeding the target of Rs 950 crore. This revenue comprises Rs 1,130 crore deposited in the state treasury, Rs 80 crore allocated to the District Mineral Foundation (DMF), and Rs 7 crore collected under the State Mineral Exploration Trust (SMET).
The latest figures indicate a substantial increase from the previous fiscal year 2024–25, where the department had recorded Rs 1,041 crore against a target of Rs 875 crore. Officials attribute this growth to the ongoing reforms initiated under Chief Minister Pushkar Singh Dhami’s leadership. These reforms focus on enhancing transparency, accountability, and systemic improvements within the mining sector.
Uttarakhand has witnessed a remarkable escalation in revenue from mining activities, rising from Rs 110 crore in 2012–13 to over Rs 1,200 crore in 2025–26. The state government has implemented various measures to streamline mineral policies and simplify regulations to encourage legal mining practices while cracking down on illegal activities related to extraction, transportation, and storage.
The allocation of mining leases now follows transparent procedures, which officials believe have bolstered investor confidence and revenue generation. Technology-driven monitoring, including the Mining Digital Transformation and Surveillance System (MDTSS), has been pivotal in enhancing enforcement efforts. The state has deployed 45 advanced e-check gates equipped with Automatic Number Plate Recognition (ANPR) cameras and RFID technology across four plain districts to monitor mining activities effectively.
To further enhance operational security, the state has introduced special security-featured paper for the e-Ravanna system to prevent fraud and misuse. These initiatives have led to a significant reduction in illegal mining activities and have been instrumental in the revenue surge witnessed by the state.
The mining reforms in Uttarakhand have garnered national acclaim, with the MDTSS and e-Khanna Security Paper initiatives receiving the SKOCH Award (Gold) on March 28, 2026, in New Delhi. Additionally, the state secured the second position among ‘C’ category states in Minor Mineral Reforms by the Ministry of Mines, earning incentives of Rs 100 crore. Uttarakhand also received an additional Rs 100 crore under the State Mining Readiness Index for its improved performance.
Officials emphasize that the combination of stringent enforcement measures, policy reforms, and technological integration has positioned Uttarakhand’s mining sector as a beacon of good governance, significantly contributing to the state’s economic progress.
