Ranchi, April 13 (IANS) The Jharkhand High Court on Monday directed the state government to constitute a three-member committee to ensure effective monitoring and improvement of facilities in open jails in the state.Acting suo motu in line with directions issued by the Supreme Court, a division bench of Chief Justice M.S.
