Minister of State for Parliamentary Affairs L. Murugan informed the Rajya Sabha that 33 out of 37 State/UT Legislatures have signed MoUs for implementing the National e-Vidhan Application (NeVA). Among these, 21 Legislative Houses have transitioned into digital Legislatures through the NeVA project. The digitalization of the two Houses of Parliament falls outside the NeVA project’s scope, as per the Minister of State.
NeVA has significantly enhanced the efficiency of legislative operations by enabling electronic processing of House business, reducing reliance on paper-based procedures, and expediting the processing and dissemination of legislative matters. The initiative has also boosted the accessibility of legislative information and led to cost savings in printing, handling, and storing documents, as highlighted by the Minister of State.
NITI Aayog conducted a mid-term evaluation of the NeVA project, which indicated a reduction in paper usage and improvements in legislative workflows. Better coordination between Legislatures and Government Departments has facilitated quicker processing of legislative affairs, with the NeVA public portal offering real-time access to legislative documents. Capacity-building efforts, including the establishment of NeVA Seva Kendras, have played a crucial role in supporting platform adoption by providing technical support and training to stakeholders.
The NeVA application undergoes periodic upgrades based on user feedback and operational needs, ensuring its relevance and effectiveness. The migration of the NeVA application to the secure NIC MeghRaj 2.0 cloud infrastructure aims to bolster cybersecurity measures. Integration with BHASHINI enables text-to-text translation of public portal content, enhancing linguistic accessibility. The application’s design as a device-agnostic platform ensures seamless interoperability across various devices, with role-based dashboards and workflow-driven electronic processing of legislative documents promoting coordination among different user roles, such as Members, Secretariat of Legislatures, and Government Departments.
