As per the Lok Sabha, there are 9.50 lakh searchable records of arrested and convicted individuals under the NDPS Act stored in the National Integrated Database on Arrested Narco-Offenders (NIDAAN). This database, developed by the NCB in partnership with the Inter-Operable Criminal Justice System (ICJS), consolidates information on offenders apprehended by various Drug Law Enforcement Agencies nationwide. It includes details like identity information, photos, fingerprints, case specifics, and court-related data.
NIDAAN aids investigative bodies in activities such as opposing bail, requesting bail cancellations, monitoring repeat offenders, and assisting in drafting proposals under the Prevention of Illicit Traffic in Narcotic Drugs and Psychotropic Substances (PITNDPS) Act of 1988. This initiative aims to bolster coordinated and proactive law enforcement efforts.
The government has sanctioned a scheme for Modernisation of Forensic Capacities, allocating Rs 420 crore for the enhancement and modernization of Forensic Science Laboratories (FSLs) in States and Union Territories. Financial support is also extended to eligible States under the “Assistance to States & UTs for Narcotics Control” program to reinforce enforcement capabilities against illicit trafficking in NDPS substances.
Additionally, Minister Nityanand Rai highlighted the government’s efforts to enhance inter-ministerial and inter-agency coordination through the Narco-Coordination (NCORD) mechanism. This platform serves as a structured forum for collaboration among Central Ministries, State Governments, and enforcement agencies to oversee drug trafficking, precursor diversion, demand reduction, and rehabilitation. The establishment of NCORD has led to improved enforcement outcomes and intelligence-sharing.
To date, nine Apex NCORD meetings and six Executive NCORD meetings have been conducted to guide policy formulation, enhance inter-ministerial coordination, and review the overall narcotics control framework. At the grassroots level, 253 State NCORD meetings and 12,471 District NCORD meetings have taken place nationwide.
