Union Home Minister Amit Shah is scheduled to present the Prevention of Insults to National Honour (Amendment) Bill, 2026, in the Rajya Sabha during the Monsoon Session. This bill aims to provide legal safeguards to the National Song, Vande Mataram, under the existing Prevention of Insults to National Honour Act, 1971. If passed, the amendment would make intentional disrespect towards Vande Mataram punishable, similar to offences involving the National Anthem.

The Union Ministry of Home Affairs recently directed that Vande Mataram be played before Jana Gana Mana at official government functions. Minister L. Murugan will move a motion to appoint two Rajya Sabha members to the Joint Committee examining the Constitution (One Hundred and Twenty-Ninth Amendment) Bill, 2024, and the Union Territories Laws (Amendment) Bill, 2024. The proposed Constitution (One Hundred and Twenty-Ninth Amendment) Bill, 2024, aims to synchronize election cycles to reduce frequent elections and administrative costs.

During the session, various ministers will present official papers on behalf of key ministries. Additionally, the Committee on Subordinate Legislation will submit its 257th Report focusing on Competition Commission of India regulations issued in 2024. Members will also discuss the Government’s Action Taken Statement on Smart Cities Mission recommendations. Health Minister J.P. Nadda will propose the election of a new Rajya Sabha member to the governing body of AIIMS Bhubaneswar to fill a vacancy.
