In an effort to enhance industrial emission control measures in the National Capital Region (NCR), the Commission for Air Quality Management in NCR and Adjoining Areas (CAQM) has introduced a new Particulate Matter (PM) emission standard of 50 mg/Nm³ for identified industries in Delhi-NCR. Industrial stack emissions significantly contribute to elevated PM levels and the formation of secondary particulates, impacting the air quality in the region.
Recognizing the critical need for tighter regulations, the Commission has implemented various targeted measures, including transitioning to cleaner fuels, setting emission standards for biomass and other fuel-based boilers and furnaces, and issuing approved fuel lists through statutory directions. Based on recommendations from the Central Pollution Control Board (CPCB) and studies conducted by IIT Kanpur, the Commission has determined that the new PM emission standard is both technically feasible and essential for the environment.
The revised standard is anticipated to reduce industrial emissions substantially, aiding in pollution control and enhancing the overall air quality in the region. It is expected to particularly benefit residents living near industrial clusters. The maximum permissible limit of PM emissions for specific industries in Delhi-NCR, including highly polluting industries, food processing units, textile industries, and metal industries, has been set at 50 mg/Nm³.
The new PM emission norms will be enforced for large and medium industries starting from August 1, with the remaining industries required to comply by October 1. The Commission has directed the NCR State Governments, GNCTD, Pollution Control Boards of Haryana, Uttar Pradesh, Rajasthan, and the Delhi Pollution Control Committee to ensure the effective implementation of the revised standards and conduct awareness campaigns to educate stakeholders.
