A controversy has emerged in Madhya Pradesh regarding the alleged unavailability of the historic ‘Rubat’ accommodation facility in Mecca and Medina for Haj pilgrims from Bhopal. Serious allegations have been made against Saba Sultan, the mutawalli of the Auqaf-e-Shahi trust, and Sikandar Hafiz, a representative linked to the trust properties management. Congress MLA Arif Masood and others have submitted a memorandum claiming that Bhopal pilgrims have been unable to access the free accommodation for the past five years.
The Rubat, a traditional accommodation in Saudi Arabia associated with the former State of Bhopal and utilized by Haj pilgrims, is at the center of the allegations. The memorandum asserts that negligence by the trusteeship and its representatives resulted in the transfer of Rubat’s management to local Waqf authorities in Saudi Arabia. It further alleges that Saba Sultan’s absence in a Saudi court proceeding led to changes in the facility’s administrative control.
Sikandar Hafiz is also implicated in alleged mismanagement. Congress MLA Arif Masood emphasized the need for accountability, suggesting that if a satisfactory explanation is not provided within 15 days, strict action, including an FIR, should be taken. The Madhya Pradesh Waqf Board stated that an FIR will not be immediately filed, opting for an internal inquiry first.
Waqf Board Chairperson Sanwar Patel clarified that a detailed investigation based on evidence will precede any legal action. The issue, which has attracted political attention in the state, underscores calls for enhanced transparency in managing heritage-related religious endowments. The matter is currently under scrutiny, awaiting the outcome of the Waqf Board’s inquiry to guide future steps.
