Delhi Legislative Assembly Speaker Vijender Gupta highlighted the importance of accountability and good governance while inaugurating a Workshop for the Chairpersons of the Financial Committees and Department-Related Standing Committees (DRSCs). He stated that the committee system plays a crucial role in the detailed work of the Legislature, where members scrutinize public expenditure, review departmental performance, and evaluate government programs through informed deliberation. Gupta praised the committee system as a cornerstone of legislative functioning, enhancing executive accountability and governance quality through thorough deliberation and evidence-based recommendations.
The newly-appointed chairpersons were commended by Gupta, who emphasized that their roles were not merely procedural but essential for reinforcing accountability, transparency, and good governance within the Legislature. The workshop aimed to familiarize the chairpersons with the constitutional, procedural, and functional aspects of the committees to enhance legislative oversight and governance accountability. Standing Committees were recognized by Gupta as vital components of legislative democracy, adapting to the expanding scale and complexity of governance by facilitating impartial examination of issues, engaging with stakeholders, and conducting evidence-based scrutiny across various sectors.
Gupta stressed that committee recommendations often lead to administrative improvements, policy refinements, and increased public trust in democratic institutions. He underlined the contemporary citizen expectations of transparency, accountability, responsiveness, and enhanced public service delivery, noting that the newly formed Standing Committees offer the Delhi Legislative Assembly a significant opportunity to address the daily concerns of the city’s residents. The effectiveness of these committees, according to the Speaker, will not be judged solely by the frequency of meetings but by the quality of discussions, relevance of recommendations, and the positive impact on governance.
