The Delhi government has given the green light to support the Central government’s PARIVARTAN initiative aimed at phasing out over two lakh old, polluting trucks and buses in favor of BS-VI, higher-emission-standard, or electric vehicles, as stated by Chief Minister Rekha Gupta. This move is intended to combat transport-related air pollution and emissions in the city. The scheme is expected to benefit approximately 2.07 lakh truck and bus owners in Delhi-NCR by replacing outdated, highly polluting commercial vehicles with cleaner and more advanced models, ultimately reducing air pollution levels.
The PARIVARTAN scheme, which is specific to the Delhi-NCR region, has been simultaneously rolled out there. Under this scheme, the state government of the region where a commercial vehicle is registered will provide relevant concessions. The recent Cabinet meeting chaired by Chief Minister Rekha Gupta approved the implementation of the scheme in Delhi, marking a significant step towards replacing old, highly polluting trucks and buses with environmentally friendly alternatives. This initiative is aimed at enhancing the capital’s clean transport system, modernizing the commercial vehicle fleet, and curbing air pollution levels.
Chief Minister Rekha Gupta highlighted that the scheme offers incentives for owners of BS-IV or older Light Goods Vehicles (LGVs) who opt to scrap their vehicles and purchase new electric LGVs. These owners will receive various benefits, including a 100% exemption on motor vehicle tax and registration fees for a decade from the Delhi Government. Additionally, they will be eligible for an interest subvention, a discount from the vehicle manufacturer, and fuel vouchers or a one-time equivalent benefit.
Owners of Medium Goods Vehicles (MGVs) and Heavy Goods Vehicles (HGVs) that are BS-IV or older can also benefit from the scheme by replacing their vehicles with new BS-VI, higher-emission-standard, or electric goods vehicles. Such owners will enjoy a range of incentives, including exemptions on motor vehicle tax and registration fees, interest subvention, OEM discounts, and fuel vouchers. The scheme also extends to old BS-IV and older buses, which can only be replaced with BS-VI CNG or electric buses, making them eligible for similar benefits as goods vehicles.
