In a recent development related to a real estate fraud case involving the ‘Ansal Hub-83’ project in Gurugram’s Sector-83, the Enforcement Directorate (ED) has attached immovable properties valued at Rs 82 crore owned by promoters and senior officials of Ansal Housing Limited. The ED’s Gurugram Zonal Office took this action under the Prevention of Money Laundering Act (PMLA), 2002. The attached properties include a commercial project area covering 19 Kanal 15 Marla, comprising 147 commercial shops, 137 office spaces, and two restaurant units.

The ED’s investigation stemmed from an FIR filed by the Haryana Police under sections 120-B, 406, and 420 of the IPC, 1860, which pertain to cheating, conspiracy, and breach of trust. The FIR, lodged in June 2023, named the promoters and senior officials of Ansal Housing Limited, including Kushagra Ansal, the company’s whole-time director. Associated entities like Samyak Projects Private Limited and Aakansha Infrastructure Private Limited were also implicated based on complaints from the HUB-83 Allottee Welfare Association, representing over 1,000 investors who were allegedly misled into investing in the project.

It was uncovered that the commercial units were sold to investors before obtaining necessary approvals, and despite the project license expiring in December 2015, funds were continuously collected from investors until September 2023 without license renewal. Numerous investors approached the Haryana Real Estate Regulatory Authority (HRERA) with complaints of project delays, non-completion, and financial irregularities. Despite promises of timely possession and top-notch amenities, the project remains incomplete after almost 15 years, with no occupation certificate issued.

The ED’s probe revealed that over Rs 82 crore was collected from allottees between 2011 and 2023, with the funds allegedly diverted for personal gains instead of project completion. To prevent asset disposal that could hinder future confiscation proceedings under the PMLA, the project land and existing construction have been provisionally attached by the ED.
