The Election Commission in Kerala has appointed four Electoral Roll Observers to supervise the Intensive Electoral Roll Revision (IER) – 2026 across the state’s 14 districts. This move aims to ensure a transparent and grievance-free voter list revision process. The Chief Electoral Officer, Dr. Rathan U. Kelkar, highlighted the importance of addressing deficiencies and ensuring the inclusion of all eligible voters before the final publication of the electoral rolls.
The appointed observers include M.G. Rajamanikyam, IAS, for Kozhikode, Wayanad, Kannur, and Kasaragod districts. K. Biju, IAS, will oversee Thrissur, Palakkad, and Malappuram, while Tinku Biswal, IAS, will supervise Kottayam, Idukki, and Ernakulam districts. Dr. K. Vasuki, IAS, has been assigned the responsibility for Thiruvananthapuram, Kollam, Pathanamthitta, and Alappuzha.
These observers will conduct three visits to their respective districts at different stages of the revision process. The first visit will coincide with the notice period, inviting claims and objections from the public. The second visit will occur while Electoral Registration Officers (EROs) are addressing claims and objections, and the third visit will align with the verification of Booth Level Officers’ (BLOs) work and the final publication of the electoral rolls.
During the initial visit, the observers will engage with Members of Parliament, Members of the Legislative Assembly, and representatives of recognized political parties to address grievances and ensure active participation in the process. Public meetings will also be organized after providing advance notice. The Electoral Roll Observers will review reports and explanations submitted by District Election Officers (DEOs) in constituencies where additions or deletions exceed specified thresholds, emphasizing transparency and accountability.
Dr. Kelkar emphasized the commitment to transparency and accountability at all levels to ensure a credible and inclusive voter list, completing the revision process without grievances and ensuring the inclusion of all eligible voters.
