India and Germany have opened a new chapter in bilateral relations with Germany announcing visa-free transit for Indian passport holders, alongside inking 19 strategic agreements spanning defense, trade, critical minerals, and semiconductors.
The announcement came following high-level talks in Ahmedabad on Monday between Prime Minister Narendra Modi and German Chancellor Friedrich Merz, who arrived on his first Asia visit since assuming office.
Major Agreements Signed Between India and Germany
The two nations signed 19 pacts aimed at deepening cooperation across multiple sectors. Key agreements include a roadmap for defense industrial collaboration, expanded cooperation in higher education, and engagement in the telecommunications sector.
“The growing cooperation in defense and security is a symbol of our mutual trust and shared vision,” PM Modi stated, expressing gratitude to Chancellor Merz for simplifying defense trade processes. The defense roadmap will facilitate co-development and co-production opportunities between Indian and German industries.

The visa-free transit facility for Indian passport holders transiting through Germany marks a significant boost to people-to-people ties between the two countries. This measure is expected to enhance travel convenience for Indians using German airports as transit points for onward journeys.
Chancellor Merz emphasized the growing need for skilled Indian workers, including caregivers and nurses, in Germany. A skill partnership agreement signed during the visit will facilitate easier mobility of Indian healthcare professionals to Germany, which currently hosts around 300,000 Indian expatriates and 60,000 students.
Economic Partnership Reaches New Heights
Bilateral trade between India and Germany has crossed the USD 50 billion mark for the first time, representing the highest level ever achieved. Over 2,000 German companies operate in India, reflecting strong business confidence in the Indian market.
Both leaders emphasized building secure and resilient supply chains amid global uncertainties. “We are experiencing that great powers use supply chains and raw materials increasingly as instruments of power. Together we want to oppose this,” Merz said.
A significant green hydrogen mega project involving companies from both nations was highlighted as a “game-changer” for future energy needs.
Strategic Indo-Pacific Cooperation
PM Modi and Chancellor Merz reaffirmed their commitment to a free and open Indo-Pacific, establishing a new bilateral Indo-Pacific consultation mechanism. This comes amid growing concerns over China’s military activities in the region.
The leaders strongly supported the India-Middle East-Europe Economic Corridor (IMEC), emphasizing its potential to reshape global commerce and connectivity.
Focus on Education and Youth Mobility
A comprehensive roadmap on higher education cooperation was unveiled, with PM Modi inviting German universities to establish campuses in India. The agreement on skill partnership and migration is expected to create new opportunities for India’s young workforce to contribute to Germany’s economy.
Shared Stand Against Terrorism
Both nations condemned terrorism in all its forms, specifically referencing the terrorist attack in Pahalgam in April last year and the terror incident in Delhi in November. They committed to strengthening cooperation against terrorist entities listed under the UN 1267 Sanctions Committee.
Push for Global Institutional Reforms
The two leaders discussed reforming global institutions, with both countries working through the G4 group to push for UN Security Council reforms. They also addressed regional issues including the conflicts in Ukraine and Gaza, with India reiterating its advocacy for peaceful resolution of all disputes.
What’s Next for India-Germany Relations
Both sides agreed to expedite the India-European Union free trade agreement to expand the overall trade basket. Joint initiatives in climate action, energy, urban development, and urban mobility were also announced.
Chancellor Merz’s visit with a large business delegation signals Germany’s intent to deepen economic engagement with India, while the 19 agreements provide a concrete framework for collaboration across strategic sectors in the coming years.
