The Gujarat government has established a Departmental Data Committee (DDC) within the Agriculture, Farmers Welfare, and Cooperation Department to enhance the protection of farmers’ personal and agricultural data. This move aligns with the Digital Personal Data Protection (DPDP) Act, 2023, and the Gujarat State Data Governance Framework. The committee, led by senior officials from the department, will ensure the secure and transparent management of data across various agricultural entities.
The newly formed committee will supervise the handling of data by the Agriculture Department, its boards, corporations, and agricultural universities. It aims to guarantee that farmers’ personal, financial, and agricultural information is utilized lawfully and with their consent. The committee comprises key members such as the Departmental Data Officer, Chief Information Security Officer (CISO), Legal Officer, and IT experts, among others.
To streamline data management, the government plans to categorize all datasets maintained by the department into five distinct groups: Open, Shareable, Restricted, Sensitive, and Negative List. While public information like weather updates and market prices will be readily available, farmers’ sensitive data, including personal and banking details, will be safeguarded under stricter measures. The committee will ensure compliance with data protection laws and regulations in the collection, processing, and utilization of farmers’ data.
Additionally, the committee will manage farmers’ consent records securely to track data usage. Any breaches of consent will be promptly reported to the State Data Authority. It is also entrusted with monitoring cybersecurity incidents and data breaches involving farmers’ information, promptly reporting any breaches to the relevant authorities. The government anticipates that secure data governance will facilitate research, innovation, and evidence-based policymaking in the agricultural domain.
Officials believe that enhanced data governance will expedite the delivery of agricultural subsidies, crop insurance, and government assistance to eligible farmers. The new framework is designed to fortify defenses against unauthorized data access, misuse, and cyber threats, ultimately enhancing the quality of data for future agricultural policies and welfare schemes.
